If it wasn't considered, I mean, if it
was considered, then why was it

don't we have charters at the Department
of Public Works for electrified trucks,
front end loaders, other equipment,
uh so on and so forth. Electric power
trains can save on fuel costs and
significantly save on maintenance and

familiar with the technology that's out
there for electrification of uh heavy
equipment. Um, there there are a few
challenges with that that we struggle
with. Um, uh, first and foremost, it's
not widely used in this application at
the present time.
um the municipal market right now, you
know, a lot of this equipment we utilize
as a uh front end emergency type of
response equipment for a lot of weather
related events and things. So, you know,
there's the concern of battery life. Um
you know, what happens when the
batteries die, right? And we're in the
middle of a response either be it snow
or um you know, tree damage or whatever
the case may be. So, that's a big
concern for us. Um it was mentioned that
the infrastructure for charging um this
equipment um it is true that we are
currently not set up to to handle that.
Um and you know I think I think I don't
I don't think the city of Shboan wants
to be the first one to test that market
as far as a municipal front end loader.
Um you know I think um you know these
these units are utilized in the winter
extensively.
um there's some issues and concerns
about how long the battery life lasts
and um you know just some of those
concerns. So while we're aware of it, we
didn't really explore um you know that
option um knowing that the front end
cost of of those that type of equipment
is um is quite a bit higher.

I know that uh Madison's always been
like the one the city in in this state
that's been like at the forefront of a
lot of that. I don't believe that they
have anything of this nature yet either.

quite there yet for electrical, but you
know, as as as as things evolve,
everything's getting better.

future we may be may be there, but I
don't think we're quite there yet at

I I'm just curious about long-term
costs. I see they were the cheapest on
this um, chart of the bids that we got.
Um, but I have heard just in general
sometimes John Deere has a reputation
for being maybe difficult to maintain.
um due to different um right to repair
issues. Are we the ones uh in charge of
mostly maintaining this? I see there's
an extended warranty. So, I'm just
interested into how long-term costs
factor into this rather than just the
upfront purchase price. [snorts]
I guess as far as maintaining goes, we
are fully serviced. You know, we take
care of everything that the machine
needs minus warranty issues. um then the
dealership would take care of that. Um I
I guess as far as
John Deere having their issues,
every machine is going to have issues.
That's just the world we live in. Um
some some just have, you know, more of a
connotation to them. Um but I have no no
doubts that, you know, the crew at DPW
in the motor vehicle shop will not be
able to handle any challenge that comes
across.

long-term maintenance um factored in in

that maybe factors in versus if it's

metrics. Um,

have we're replacing it with a like
machine. You know, we've had it for x
amount of years. It's really been, you
know, a a good machine. So, you know,
kind of stick with, you know, what we
know and and,

yeah, this machine will give us the
longevity that we're looking for. Okay.

future. Um, if you remember, we need to
bring in a lot of soil to this site. Um
this contract brings in a lot of that
soil with the option and a cost savings
that if the city can find soil then the
the cost of the contract will go down.

frame on this uh phase of the of this?
>> So the contractor is itching to get
started. They would start today if we
had a contract with them.

roadway construction
that's for the site that was already
graded last year. Um this is working
south from there. So there's really no
no overlap on the two sites. Um, part of
the naming scheme is we've already got
those plans on the shelf with
entitled bid package too. So, this is
somewhat just making our paperwork
cleaner, but the the two projects they
they don't they don't overlap.

then down Stall up to the site. So, if
you go to the site, you'll see a a road
has been pushed through that we work
through with the DNR to get permission
on that. So, um just so there's no
misinformation out out there, going
forward, there will be no hauling
through um city streets uh to get to the
site. All all hauling for this part of
the project will be done through county
roads.

Uh, last week we discussed the Lakeshore
Interceptor Project and the FEMA and WEM

is approximately half million dollars
awarded specifically for grant
management and all of the reporting that

expertise that comes along with that
that city staff doesn't have the ability
to do efficiently. Um so we would prefer
to have both
uh manage that work for us. Um
additionally any cost that engineering
finance or anyone else has to manage
this is reimburseable in this grant. Um
but we would like to give a contract to
do that management for us. Okay.

I'm with Edgewater Resources. Been
leading the team. Um, online with us
today is Michelle Rums, our architect,
Mike Morphy, my partner in leading the
engineering, and Susie Framson leading
the park design. Um, I've been asked to
provide a little bit of the
presentation. The presentation that I'm
about to give takes about an hour and a
half. I'm going to do it in 20 minutes.

So, I'm going to go through it at a high
level. If you've got questions, feel
free to stop me and ask or we can get to
that at the end there. So, um, we gave
this presentation uh about two weeks ago
as part of our public outreach process.
I'm going to skip through this stuff
because it's going to pop up on the
screen here momentarily.
How we doing over there? I'm on your

mind a beautiful new waterfront.

I'm gonna let you. So

All righty. Sorry about that. So um so
just quick overview um we've been
working with the community on this uh we
had a tremendous amount of feedback from
back in December. We've been working on
a lot of engineering questions. Um key
points here expanding the access to
everyone in the community. That's number
one. Um back in the 80s we built a lot
of public marinas that the vibe was to
build sort of this private yacht club
experience. It's not what we do in
public marinas anymore. Marinas are
public waterfront spaces that need to be
shared and need to be leveraged to
create public access for everybody. Um,
you clearly have some maintenance issues
with it. What you've got out there, I
would point out there's nothing really
wrong with your dock system that you
have. It's just old. It's just well past
its useful life. That's why it's
breaking. We did find some uh design
issues that we're able to model now that
they didn't have the tools to model back
then. Um, that we and we think we
understand why things are happening as
they are and we'll show you those
things. Um, so as we jump into here, we
had several meetings. Um, as quite a few
meetings, um, uh, and the public process
input summary was about welcoming and
accessible to everybody. I heard that
probably a hundred times and we've
really tried to take that to heart.
Prioritizing green space over parking.
You'll notice we're we are proposing to
remove a significant part of the parking
that's out there. We would point out the
rationale for that is that 90% of the
time it's way more parking than you need
and the 10% of the time when you need
more than that it's not nearly enough.
So the strategy of sort of trying to
thread this needle um has really cost
you a lot of usable park and waterfront
space and sort of led to the issues that
you have. Um so what we'll be focusing
on is creating more public park space,
having a very functional parking system
and then focusing focusing on great drop
off and remote shuttling solutions to
that. Um, I'm just going to keep on
rolling here. So, some public meetings,
pictures of that. Um, the pictures that
were most wellreceived from the
community. This is 31st Street Harbor
and everything in that picture is open
to the public with the exception of the
floating docks. And I think that's the
messaging that people responded well to.
We can create a beautiful public park
space that is a cat the where the marine
is the catalyst for it, not not the sole
user. Um, we will of course have private
restrooms and things like that because
the Boers are sometimes in there at
11:00 at night with their little kid
giving them a shower and that's not a
space where you want strangers with you.
Um, those are the only things that are
fully fully private uh for the Boers.
Everything else will be very public. Um,
again, flexible spaces, beautiful
nighttime spaces, really making it a
more desirable use, getting more public
access out over the water is what we're
focusing on there. designing in you know
that beautiful little park there is
actually designed to withstand 35 foot
waves. So that is a park space that is
actually a part of the wave attenuation
system and in Chicago because 35 ft
waves can hit that. So we can design
physical infrastructure that we need and
turn it into multi-use public spaces
that are fun and beautiful to look at.
So lots of feedback from all these
different groups. Um we can go into this
as much as you would like. So, very
quickly on the engineering side, I'm
going to show you about 50 models. I'm
going to jump to the one at the end, but
just to demonstrate that we did a
tremendous amount of ice and circulation
modeling. We had a camera up all winter
long monitoring the ice. We have video
of ice actually breaking your docks live
and we can see what caused that and that
aligned well with the imagery that we
have. And what you're seeing in here is
a series of circulation models. What you
end up having with your with the way
your harbor is configured is this. I'm
going to call this the outer harbor
here. When we have winds that come out
of the east, that pushes the lake level
up artificially for a short period of
time. And that tends to create all kinds
of impacts to the way the circulation
works inside the basin. So when you
don't have those easterly winds, you
don't have these issues. When you do
have them, it creates all kinds of new
issues that we need to respond to. And
so just looking at the ice modeling,
this is the stuff we're going to try to
prevent. We're going to talk about using
some floating ice booms, some some
really kind of lowcost simple strategies
to manage the ice, keep it away from the
docks, uh any more that's not in the
basin. Um we're going to have some uh
what we call a wave fence, a physical
structure to break up that basin to deal
with some of the circulation issues. And
so we did all this modeling about the
flows and watching what the water does.
And these different models that you see
that I'm blowing through very quickly
are just demonstrating what is happening
at different flows with different ice
conditions and wind conditions. And then
you'll start to notice you're going to
start to see what we call a gy inside
the basin. And as certain conditions
occur, you're going to start to see some
red spots. Uh the short answer is don't
put docks where it's red. It's really
pretty simple. Um and that right there,
this essentially is our model of what
we're going to propose to do. We're
going to interrupt the flow in here by
putting in and we're proposing a fixed
wave attenuator here and a a um a stub
groin here. That's going to help
minimize any amount of ice that comes in
here in the winter time. We'll put a
floating ice boom in there. So again,
whatever ice accumulates inside that
basin, that's fine. We can manage that.
But we're making sure that no other ice
is coming in and that we're managing
waves. You'll notice in the marina
design right now, your marina, your
docks go right through that red area and
that's where you have a ton of damage.
Well, I can tell you why. This is
exactly why.
So, we're going to avoid those things.
Um, what's the joke? Doctor, it hurts
when I do that. Well, don't do that.
Well, doctor, my my docks break when I
put them in this location. We're not
going to put them there. So, jumping
into here, you also have sand intrusion
in here. Fortunately, the core intends
to come and fix that problem. The core
in the 80s built a lot of these
attenuation structures with the the
theory at the time was that we want to
have these those big stone structures
you see are not opaque. Water can flow
through them. Obviously, not much less,
of course, but you still get a lot of
water that moves through there. And you
can see in this case, it's bringing the
sand with it. They're going to come in
and solve that problem. We're going to
recommend in our phasing strategy that
we stay away from this whole area until
they're done. There's no reason for you
to come in there and pay for dredging
when the core is going to come fix it
and dredge afterwards.

So, um, majority of the sand is coming
through that structure. It's we don't
believe it's coming in from the river.
So, so here is the overall harbor
design. And so, in some ways, it's quite
similar to what you have. Uh, but the
the big overall views of what you're
seeing here is we have kind of two main
we call this a Christmas tree layout
where there's a sort of a central spine
and then there's branches that come off
the side that creates some really
interesting things for the boers cuz
you're kind of once you're out there
with your friends, you're not going out
and going into different gates and
things like that. Remember those red
areas? The red areas sit right here and
right here. That's very intentional in
our design. you have a lot of docks that
run right along the edge and what's
happening is there's a lot of
concentrated flow and issues and it's
all all those forces are concentrating
in a place where you really don't need
that dock. We also have this main pier
that is fully public and open to
everybody. We're showing here this is
what we're calling a courtesy pier or
courtesy dock and the idea of that is to
be more welcoming to our trailer boers
that when they come in here right now a
trailer boater goes out in the water
they come back there's nowhere for them
to go so they put their boat on the
trailer and then they go home. We would
like them to have the opportunity to get
off their boat, enjoy your waterfront,
spend a little more time and money in
Shboen at the restaurants and the
things. It's just a welcoming, generous
thing to do. Plus, it can also be used
for picking up shuttles. It can be used
for uh tenders from cruise ships. Uh it
could theoretically at some point, if
there was ever a need to move the
charters off the river wall, if they
wanted to come out here, you it's
there's no problem having charters near
marina, but they don't want to be mixed
in with the regular boats because they
have a different operational cycle.
They're they're putting boats in the
water at 5 in the morning. fishermen are
allowed, especially their kids. Um, and
there's just some conflicts there that
we like to manage by just creating a
separate distinct place for them. You'll
notice you have the existing building
here. I can go into as much detail as
you like with that building. Uh, sure,
with enough money, we could salvage
anything. It does not make sense to
salvage that building. There's
structural issues, raw issues. It's
still leaking. We would have to
completely strip that thing down to the
bare bones and replace most of the
walls. And then you would still end up
with a building that's in the wrong
place and not not you know we would have
to add on so much to to support the rest
of the uses. It really doesn't
eventually make any sense. We've
actually moved the boater services
building down to this end. It's more
centrally located closer to the fuel
dock. We had contemplated earlier moving
the fuel dock. It doesn't make sense.
It's it's plenty close enough. So we're
going to leave the fuel dock where it
is. New bo and park maintenance
facilities in here. And then you'll
notice this is the row of parking that
we took out is that row of parking
closest to the water and we've taken
that out and you'll see a lot more about
that green space in a minute. Then we
have a new um uh multi-use building out
here that I'll go into in more detail
later. So zooming in, here's a quick
aerial view um of how these work. One of
the things that we talked about with the
voters, there was a question about pool.
They really loved the pool. Uh when we
talked to the voters about the pool,
what they loved most about the pool,
certainly some of them liked swimming,
most of them liked having that private
space. They liked having that gathering
space. This was our space and we can do
our thing. We're creating multiple
spaces out on the docks. One, two,
three, four of them here that would be
out on the docks. So, fully private for
them. Um, and a functional use that way.
And, uh, then we're creating a series of
garden rooms uh, that could be reserved.
Uh, however you do the structure,
whether you charge for that or not, it's
an operational thing.
So, um,
it's hard to go through this so quickly.
So, here's here's some pictures of the
damage from your building. Um, it's just
again with with enough money you can fix
anything. It just isn't a practical
solution. Um, I can go into that in more
detail if anybody would like to. So,
let's jump into this building. Normally,
I would have Michelle explain this, but
since we only have 20 minutes, I'm going
to do it and if you have questions,
she'll hop on later. So, this structure
here, um, you'll notice it's a two-story
structure. We're proposing to have a
green roof on it. It would not be turf.
It's a very specific it's called it's
called an intensive, uh, green roof
system. It's in trace. So, it's a
beautiful thing. And if you have a
problem, you lift up the tray, you move
it out of the way. It's like it's like a
tray of flats, uh like a flat of beonas
that you get at a at a um garden store.
So, what you'll notice on the ground
floor, we have um of course there's
there's always some specific, you know,
these are the private bo restrooms again
for the same reason I just mentioned.
There's showers and those sorts of
things. There's fitness, there's
laundry, marina staff and harbor master
and a lounge. There's a very public
portion of the building. That's the
welcome center with the shop and
whatever choose to put in there, ice
cream and sunscreen and ice and those
kinds of things. Public bathrooms,
public restrooms, mechanical. And then
we have a parks department garage. The
their existing building by the tennis
courts is going to move into here. And
then there's the marina garage. And so
this is going to be places where all
those staff can share that building. So
that's the ground floor. And then when
we move to the upper floor, um you have
some additional boater facilities in
here. And then you have what sort of
emergency uh services command center. So
when there's a big event in the park
right now there's nowhere where they can
observe everything. This is meant to be
this is facing north and so they can
literally see every bit of the park.
They'll be right there right at the
entry and have the ability to manage uh
any issues that come up at that time.
So just a few um you know we're just
starting to dive into some of the uh
architectural expressions of how this
might look. Um we actually did some AI
modeling so don't get too excited about
these. you'll see some goofy stuff like
why is there a thing in front of the
road? These are just sort of studies
that we're starting to use to explore
what the what the massing would feel
like, what the materials would feel
like, and how the experience would feel.
So, again, a very welcoming building, a
lot of public spaces, um, and so forth.
So, moving into the rest of the area,
this is the main pier. That main pier,
um, will actually have a fence as a part
of it. So, we haven't finalized the
design of it, but that is meant to break
up the space between here and here. and
that's where anybody in the public will
be able to go out there and hang out. We
really want to welcome everybody to come
out and be a part of this. We'll have
cool interesting lighting and shade
structures and benches and those kinds
of things on there. That's that sort of
courtesy pier where anybody can come in
and and spend a few hours. I'm pretty
excited about that. And then of course
the docks which are secure and behind
gates as they should be.
Um this is what the plan shows. So you
currently have 248 slips. The plan shows
up to 320. I'm not recommending that you
build 320 on day one. We want to show
what's possible. We want to permit
what's possible. And then when we get to
the point of making bidding decisions,
we'll actually engage with the voters.
Or at least this is my recommendation is
we'd engage with the voters. I don't
want to build a 100 empty slips. If we
have 150 voters right now, we might
build 200. We'd have 50 for transits.
And we'll want to focus on some grant
funding for that. But we're showing what
you could do and how you would phase
into it over time. One of the things
that um you know doc systems last about
30 years and that is actually works well
in terms of responding to the market.
We're actually showing the the market
has grown the the the sort of middle of
the road for slips. Uh in the 80s when
this was built was sort of the 30 to 40
was the meat of the market. Today it's
really more like 35 to 50. And so the
boats are getting bigger. And so while
we have more slips, we only have like 30
29% more slips. We actually have almost
50% more totable leasable dock area. So
we have a more efficient layout and that
means what we have is we have more slips
that are also larger. So you're going to
have the flexibility to build only what
you need, but you've got room to grow as
much as you need. So I think about a 250
or 300 slip marina is a very good size.
We built a few marinas in the 80s like
Rine and some others that were up around
a thousand. That's just too big. It
really is. That that 300 to 500 is a
good healthy big marina. I think around
300 is the right number here. So,
um, we got some, you know, we will
still, nobody will lose their slip.
We're not getting rid of the small
slips. We're just building more of the
bigger slips so that we're serving the
market we have. Nobody will lose their
slip. When we get to doing the design,
um, our intent would be to um, start
demolition right after Labor Day of
portions of the marina. Since you have
available slips, we'd move Boers out of
the way. And we want to have that marina
open and fully functional the following
spring. We don't want to have anybody
lose their season. We might clip a few
weeks off the end and we might start a
few weeks late in the next spring, but
we're going to have the meat of the
market, the meat of the boating season
will be open. Uh we've built many
marinas where barring an incredibly bad
winter like 20134, we generally get that
done. So,
uh we're going to have a very obviously
fully modern standard marina. We focus
on durability um for for what we call a
municipal marina. I would say this,
what we build for Marinas in terms of
like what's the quality, how flashy is
it? This depends on the different type
of dock systems you buy, we're going to
focus on the most durable system we can
have and it will look great. Um, we want
to we have we want a system that's going
to last uh you we want 30 more years out
of this, if not more. So, that'll be the
key focus there. Uh, this is a small
restroom building at the at sort of the
northeast end. We have a smaller
restroom building that is going to have
both public restrooms for everybody and
it's going to have three separately
lockable again for the marinas with
showers um that'll be behind codes for
the boers. So we have multiple public
and and private spaces for restrooms.
When we talk about docks, this is
flotation docking system. It's a a Great
Lakes based company. That's what you
have now and it lasted 35 years and and
going with that company again. I that
would not bother me in the least.
They're certainly qualified. There's
some other systems. These are aluminum
frame systems. They look a little they
look a little snazzier with the cool
aluminum edges. Um we built one at Navy
Pier in downtown Chicago that's a very
heavyweight aluminum system. They're a
lighter weight aluminum systems. What
we'll be doing in the bid process is we
pre-qualifying multiple systems because
you have to take low bid. We're going to
pre-qualify multiple systems so that no
matter which system comes in low bid, we
will know for sure that that is going to
be a quality system that's going to work
for you. So that's how we manage that
procurement process. This is a steel
frame system. This is a uh this is
actually Walkagan. This is a steel frame
system with concrete decking. Um and
then this is a monolithic concrete.
We're not going to recommend that one.
That's just it's heavier than you need
and um uh just not recommended for this
particular use. So some imagery of what
we want the upland to feel like shifting
away from the marina to the upland park
spaces. We're really focused on is
creating a really welcoming environment
for everybody. So, a lot of focus on
natural materials, wood, stone, metal.
Um, we don't want to have materials
pretending to be another material. Like
I don't like stamped concrete. For
example, if I'm going to do concrete,
I'm going to do a beautifully finished
concrete, maybe with some stain on it,
but it's going to be concrete. Um, when
we do wood, we do wood. So, um,
beautiful night lighting, a lot of
interesting gathering spaces, seating
spaces for folks. Uh, a lot of mix of
different seating types. Um, one of the
things when you're out there right now,
you kind of don't really, you know,
there's a few benches here and there and
you sit on the rocks. We want to have,
you know, this is a perfect example of
how people, you know, I want to sit like
this or I want to sit on this bench and
people giving them many opportunities,
um, and cool, interesting lighting is
the way to go. Uh, swings. Um, there's
something about a swing. Um, people will
ignore a bench, but they will stand in
line to get in a swing. So, we're going
to be looking at a lot of different
swings. And this is the kind of lighting
character that we're looking for. It's
called dark sky lighting. What you
notice about it is you can see very
easily. You can see color. It's
interesting when you've gone from a
non-d dark sky lighting. You know this
this thought that we more lighting is
always safer. That's not true. More
lighting is actually creates dark spots
and a lot of contrast. It's actually
less safe and you have less visual
acuity. When you have a space like this,
that's there's nothing magic about my my
camera there. It's just the fact that
when you do dark sky lighting, you can
see the color and you can actually have
a much better rendering of of what's
there. It's much safer. Uses less energy
as well. it's better for the migratory
birds and all those things.
Just a few more examples. We are going
to put in or proposing a splash pad. Um,
if people really want to have that use,
we are generally not putting marinas or
putting pools in marinas anymore. We do
splash pads. They're safer. They're
easier. You're not worried about a
lifeguard situation. You're not worried
about what do I do in the winter. And
the nice thing is when we talk about a
splash pad, we're not talking about
Crayola equipment up above. It's like
when you turn the water off, it's a
plaza. We want that space to be have
multiple uses for different different
time periods. We will of course have a
random system so when the kids think
they've got it figured out, they get
soaked.
>> Um fire pits, cool interesting spaces
that we like a lot. Fully accessible. Uh
we actually spoken to a boater um who
uses a wheelchair. That's very helpful
to us. We're going to make sure all
those ADA um points are are covered as
well. So, moving into the shoreline here
again, right now, just to orient you,
the current building sits right about
here, and you have parking right all the
way through this green space. So, this
is the new uh this is the new um marina
services, border services building.
You'll notice we've added an an
additional entry drive. So it comes up
here and it goes around the the north
end of the tennis courts here and it
ties into the intersection just north of
the YMCA. That allows you to come in,
drop off and get out of the marina
without having to go all the way through
the site the way you do now. So that's
minimizing and reducing the amount of
traffic that comes in here. These things
that you see here in the middle, these
are raised table crossings. We recognize
that this has become the drag strip of
Shabboan and we want to prevent that. So
those are raised tables, um, which is
basically it's not a speed bump. The
snow plows can still get over it and
manage it. Um, but if a somebody tries
to drag race and hits one of those,
they're going to have a very bad day.
And then we have the new buildings out
here. So, I'm going to zoom in on this
area and explain what's going on on the
shoreline. So, what's going on in here
is this a series of three sort of garden
rooms. They're going to have shade
structures, uh, little low walls to
create little little senses, not not
walls, not fully enclosed, but they'll
be defined landscape rooms, so people
can say, "Hey, this is kind of the space
that I've reserved, and I can have my
events here. There's three of them." Um,
you know, we we talk to the Hong Kong
community and they have sometimes events
of thousands of people. Well, we're
clearly not going to be able to service
them everywhere, but we can start to use
these spaces to grow and accommodate
different sizes. This is that smaller
secondary restroom over here that we
talked about.
And then as we just start to see what
this might look like from the shoreline
um here and then when it starts to get
out tonight, that's what we want it to
feel like is have that beautiful
welcoming, safe, nice, beautiful glow on
your water there.
So then we get back out, we're starting
to look at this end of the facility out
at the at the point there. And what
we've got going on here is this
building's been really driven mostly by
the second floor program, which was this
desire to have enough capacity to do
event centers for up to like 500 people.
So that's a big space and that's really
driven it. Now, what we wanted to focus
on is on the ground floor is is there
was a clear direction from the prior
master plan of having a restaurant out
there. We've made a recommendation that
we don't think you should hang your hat
on a single restaurant. If that
restaurant goes under in June, then
you've got a whole summer of an empty
dead building. We think that's a
terrible idea and it's a it's risky.
What we're recommending is something
more of the food hall trend that we're
seeing all over the country. You see it
at like the Milwaukee Public Market
where there might be sort of an anchor
tenant, but you also see five or six or
seven or eight smaller spaces. We're
we're listing them as shops here, but
those could just as easily be a taco bar
and a thing. So, if you've been to the
Milwaukee Public Market, as I assume you
all have, if one of those things is
gone,
well, that's okay. There's 10 other
things for me to look at. And so, that's
the idea on here is that there's a real
mix of uses. All of these places, you
might get food back here and then it's
all shared seating and then you can go
outside and have the shared seating as
well. Restrooms, of course. There's a
main view. As you come in here, you're
looking straight out at the water. You
turn to the right, you've got the
gathering for this. Then you've got
these shops. We're also looking at one
of the things we learned when we were
here in December watching the surfers um
in December, God bless them, um coming
out of the water and changing in the
parking lot. Um that looked really,
really cold. So, we're recommending
actually creating sort of a winter
garden, which is this idea that you
could be out there and watching the
surfing and having a place for them to
come up, warm up by a fire pit, go
inside and change in a warm place so
they can do those things. Um obviously
that surfing is such a cool thing. It's
such a unique feature, we want to
support that as well. So moving to the
upper floor of this building, we have uh
again it's event space for up to four up
to 500 total and it's broken into
multiple spaces. So there's sort of a
200 space, 200 person space on this
side, 200 person space on this side. Of
course, that can be subdivided smaller
or opened up to one giant 400 person
space. There's a 100 person space over
here. There's catering kitchens and all
those sorts of things. Uh our
recommendation is that we create what's
called a catering kitchen, which means
the people who program this and want to
have an event there can get any caterer
they want. I want to work with that
restaurant or this restaurant. Not that
you would you would not be providing
that food service. You'd be creating a
space where other businesses that
already exist can come in and operate
within this framework. These rooftops,
this would be a public rooftop. So if
you were if it was a beautiful day and
you got some food downstairs, you want
to sit up on the roof, you can come up
here and sit on this space. The roof
decks around here are actually tied to
these event spaces. So, if you're having
a wedding reception, it's lovely to be
able to go outside and stand on the deck
up above and look at the lake and do
those sorts of things.
So, what you see here is you have that
building and then we have this beautiful
outdoor space here um that's going to
have uh an outdoor bar that would be
associated with this. So, you could get
out there and and this would be sort of
a liquor license area. we have to have
that defined with a fence, but you could
basically sit out here and have that
experience and, you know, a little stage
for a band, all these kinds of different
uses. So, this would be set up to be
very flexible and accommodate a lot of
different uses. And then as you move
into here, this is again a public space
with the splash pad and and something
along the lines of those pictures with
beautiful wood, sculptural seating, and
overheads and so on. This is the the
sort of the winter garden where you'd
watch the surfers and they would come in
and warm up with a fire pit, those kinds
of things.
So, just some studies again of what that
building might look like and some
inspirational photos, green roof sort of
thing. Um, again, we have a couple of AI
representations in here. Again, just
don't don't take them literally. They're
just expressions in sort of studies. So,
with that, I don't know if I did that in
20 minutes, but I did pretty fast. So,
I'm going to open up to questions. I
guess did I miss anything? You guys all
know what I'm talking about. There's a
lot of operational questions to be
answered. Exactly how are we going to do
parking? We'll solve it. Exactly. How
are we going to manage parts and pieces?
A lot to be done, but this is about the
structure of the plan right now. So,
questions.

is you, you really spit. It's like, you
know, I like watching it on a little
faster loop [laughter] than it's all.

uh I'm going to let the uh the rest of

we'll start out with Alder Kelly.
>> Thank you, Chair. Um, I really
appreciate your presentation. I've seen
it a few times now. Um, so I just
highlights I really like the flexibility
that you're building into these spaces.
I think that's going to be important as
it's we can't predict the future and how
exactly everything is going to be used,
but I like the flexibility that's
getting built in. Um,
I I have uh one criticism, one thing I
don't love about this so far. So on that
one sort of overview you have uh labeled
item F. It's that new entryway. Um here
>> I do worry about that um cutting across
that um shared use path. Um I just worry
that there is additional conflict we're
adding whereas currently that path is
pretty much unbroken once you get past
sort of the entry the current entry to
the marina area. Um, so I do just worry
about the pedestrian conflict, bikers,
another car entryway. Um, personally I
would like to see one entrance and
that's kind of where people expect cars
to be and once you get past that, um,
it's sort of more safe. You don't need
to worry so much about cars that are
outside of the parking lot. Um, another
thing that I remember from I can't
remember if you said it in this
presentation or if it was just in the
previous one. Um, there was a mention of
Boer bathrooms. Um, this might be more
of an operational question. I know you
had mentioned that there's a lot of
surfers that utilize this area. I didn't
see any public showers or anything like
that. Um, so I I do think that may be
something to consider is um is there
some uh shower for people that maybe are
in the water around this park that maybe
want to take a shower before they head
out? Um, that might be more of an
operational question, so I don't want to
focus on that too much. Um, and then
final thing, um, I do notice most of the
marina was focused on sort of the
northern section and then obviously
there's the yacht club and I know the
youth sailing center that's more to the
south. Um, I didn't see any mention of
um the sort of uh wave break the rock
wall on the southern side. It I'm not
sure if that's out of scope for the
project, if the ownership is different.
Um I I just want to make sure that we're
not forgetting that section and how that
may impact the rest of the harbor.
>> Sure. Um I'm going to take those in
order. Uh very good point about this
crossing right here where that path
crosses this. Um we would recommend
consideration of a raised table for that
exact reason. In fact, we should
consider a raised table even at this one
as well to make the point of um you know
that it's clearly that the pedestrians
come first in that scenario. So that's a
strategy. one one way to address it
whether that's the only way we should
revisit it when we talk about the um
showers. So there's showers in this
building um and showers in this building
that are both dedicated those those
showers are dedicated to the voters. We
have the restroom that's up here near
the sort of the winter garden I think
whether I don't know if we've got
showers in there. I'd have to get
Michelle on the we can get Michelle on
the phone here. Um if there's not
showers in there that might be a place
to put one sort of a warming shower but
then we could also do this is at
schematic design level. So then you'll
see us at design development and a lot
more detail to come. But we could also
put some of those outdoor showers that
have you know where we get the sand off
your feet but a taller one. So those are
those are things that you know that's
the whole next layer of detail that
we'll be getting into in coming months.

third question remind me.
>> So the the last one was just scope of
the the wave break sort of on the
southern section.
>> Yeah. So the the main comment we got
about this this uh Rockwell structure
here um was from a boater actually who
said when you come in here it's actually
um and I can totally understand as a
boater myself. He said it's actually
very disorienting that there's it's
difficult to see where that opening is
when you're coming in from offshore and
if you're not familiar with the harbor.
Um so we've been talking about thinking
about how we might do some navigational
features out there that are going to
make that a little bit easier to spot
and make that entry more clear. Was
there something else about that that you
feel is important? Almost off screen,
you can see just the the inner section
of the rock wall. I just want to make
sure that, you know, maybe that's more
of the yacht club ownership. I don't
know, but I just want to make sure that
that's being considered as part of this.
Maybe it's out of scope. I'm not sure.
>> There's So, there is a um
I believe that I don't know this for
sure. I know this structure out here is
owned by the core. I'm going to guess
that this structure here is actually
owned by the city when the harbor was
constructed. And that would include this
one. the um yacht club has their own
wall that goes east and west at the
bottom end that they're looking to
replace. Um that's not in our scope. So
I there's there's nothing that I would
propose to do to the structure that's
necessary for wave attenuation or ice
attenuation. It's working fine for that.
As I mentioned, there's some
navigational issues at the entry. In
terms of extending that wall back to the
yacht club, um at the moment, that's a
yacht club feature. That's a yacht club
wall, and I know they're looking at
repairing it. Um I don't see a reason um
for [snorts] us as part of this project
to build that wall here. So for example,
we we actually did plans where we looked
at instead of putting this wall in here,
we looked at extending other walls in
other locations. This is the most cost
effective and most effective place for
the wall. So it's it's less expensive
and functions better than replacing that
wall on their behalf. It wouldn't be
because it wouldn't be on their behalf.
It would be on your behalf. It just
would happen to benefit them because
they would be behind it. So, at the
moment, we're not proposing anything
down there. Um, and there's not a
functional reason for the marina that
would that would make me suggest
something there. Certainly, the yacht
club would benefit from it, but I think
they're handling that on their own. I'm
not sure if I'm answering your question
well, but right now that's
>> you did. Yeah, I
>> uh thank you very much. Um, and I

>> Alderan. Yeah, thank you chairman. Um,
everything looks beautiful and I've had
a discussion with you as far as my main
concern and what I want to have for the
city of Shboen is the marina, all the
other buildings and everything else. But
when you're giving this presentation,
where's the cost on these items?
>> Um, you know, it looks nice, but I don't
know how much that marina is going to
cost. I don't know how much that other
building is going to cost. So, when the
final presentation comes to the the
common council, it was like uh when we
were looking at Fountain Park, they told
us it was going to cost $5 million, but
they didn't tell us how they broke it up
as to where the costs would be. That's
my concern.
>> I want to know that I'm not going to
adopt a pro a project that basically all
of a sudden is millions of dollars more
than I would have ever wanted to approve
as an alderman
>> and it doesn't satisfy, you know, the
basic need here is the marina. Uh my
other question is um when you redo the
marina, how do the people that currently
have slips there?
>> Where do they know their their boat is
going to be? Is that on a first come
first ser uh or is a lottery or or
>> Sure.
>> So So how would So how would they choose
their new slip basically?
>> Yeah.
>> Um that'd be some that's an operational
question we'd work out with JJ and the
team about how do we make that? One of
the things I'm going to recommend,
again, this is this we're showing here
right now, um I think uh 70 slips more
than you have now, and it's and what you
have now isn't full. So, from a phasing
perspective, I'm going to recommend that
you get all the shoreline infrastructure
in because adding docks once once you've
got the shoreline in and the utility
connections made, adding docks and
adding sections is actually pretty
simple um and fast. So, I'm going to
recommend that we we get uh we start
down in here and get this piece done and
get this piece started. I'm going to
recommend that we probably don't need to
dive right into the north side of this
until that wall is fixed. Um that's
that's there's just I would rather them
have have the core give them all the
room that they need. We don't need those
slips immediately. So, once that's done,
exactly how do we get that done? We
would want to before we go into bidding,
let's make certain that if we've got 35
people that want 30 foot slips, let's
make sure we have those and let's do all
of that and then we can work with JJ
about how do you how do you sort that
out? Typically what happens is um it
might be sometimes it's a first come
first serve. They might say we're going
to go back based on how long have you
been in the marina and and that's how we
set it up. People do it differently. You
could do it a lottery. [clears throat]
That's we don't know it right now. In
terms of the cost, we're working on
those cost estimates as we as we go. Um,
uh, the biggest, the most challenging
cost estimate is for these bigger
buildings because they're pretty
complicated buildings. We're actually
working with a a building contractor to
get us more accurate pricing than just,
you know, some estimate per square foot.
So, we're working on that. So, we should
have that information soon.

I just thought of as we were going
through this. Um, as you're you you're
talking about the north end of it by the
pier itself. Um, is is that going to be
accessible enough? Are they going to be
like I know when when the court did the
south pier, they had a big barge that
they brought in. Are they going to be
able to get a barge into that area to
work to do that work? Are we going to
have to, you know, um, uh, are we going
to have to pull some of the docks out
for them to do that or how is that
>> So when So your your question is when
the core is in here to do their work?
>> Yeah.
>> Are we going to have to pull our docks
out? No, that's that's one of the
reasons I'm going to recommend that we
don't build this portion of it to give
them all the room to work. They'll be
able to navigate around the end here.

>> And then we want to give them a big body
of water to work. They will almost
certainly be doing everything from big
barges.
>> Um we're also I didn't get into this
much, but we're also looking at
improving that connection. Right now,
the sort of connection out to that pier,
it's kind of like a little bit of a
>> it's a little bit of an afterthought.
And so when we want to collaborate with
them when they're doing their design
work, whatever they're going to do,
we're going to want to really make this
a much more connected feature. so that
you leave that space and can go right
out on the pier.

the core has a very clear directive and

so it's sometimes a little challenging.
Not because they don't want to, it's
just because they're they've got
