My dear young friends, across the
nation, the festive season has begun.
Amidst these celebrations, today brings
a new joy to the lives of thousands of
families. Today, more than 51,000 young
people in the country are receiving
appointment letters for government
service. Today, the milestone you have
reached is certainly a result of your
hard work. At the same time, it is also
the penance of your parents and family
members. I extend my heartiest
congratulations to all you young
friends and your families. I wish you
all the very best for this new
beginning in your lives. Friends, today
you are joining the Government of India
at a time when the country is moving
toward a grand goal, and that goal is
to build a developed India by 2047.
Youth like you have a massive role to
play in this. While in government,
every decision you take should
continuously strengthen the mission of
a Developed India and a Self-Reliant
India. As young people, you have a
special responsibility toward other
youth. Today, you see how the talent
and skills of our youth have won the
world’s trust. The world has great
expectations from our innovators, our
entrepreneurs, and our youth power.
Just a few days ago, the BRICS Summit
concluded. India’s effort has been to
ensure that BRICS cooperation is not
limited to governments alone. Our
entrepreneurs, our farmers, our women,
and our youth should all become active
partners in this cooperation. With this
vision, initiatives like the BRICS
Connect and the BRICS MSME Cooperation
Portal have been launched. Friends, in
the last few years, India has signed
free trade agreements with nearly 40
countries. These Free Trade Agreements
(FTAs) are opening new doors of
opportunity for our youth. Such trade
agreements open paths for new
partnerships for our entrepreneurs.
They open paths to new markets. And
they create new career possibilities
for our youth. Friends, in the past
years, the Government of India has
continuously focused on preparing the
youth for the future. Through the
National Education Policy, Skill India
Mission, Pradhan Mantri Kaushal Vikas
Yojana, or efforts to promote
apprenticeships, we strive to ensure
that the education and skills of our
youth align with the needs of a
changing economy. For example, under
the PM SETU scheme, 1,000 government
ITIs are being modernized with an
investment of ₹ 20,000 crore. Direct
industry participation has been ensured
in this. Friends, another picture of
the potential of India's youth is
visible in our startup ecosystem. India
is now the world’s third-largest
startup ecosystem. And the story of
India's startups is no longer just a
story of big cities. Today, nearly half
of the recognized startups are in Tier
2 and Tier 3 cities. Meaning, today the
youth from villages, towns, and small
cities are also playing a major role in
India's new economy. The youth in our
smaller cities are working on their
ideas. They are building new companies.
And they are creating new employment
opportunities for other youths along
with themselves. Friends, our effort is
to rapidly increase new employment
opportunities in the private sector as
well. With this vision, the Prime
Minister's Viksit Bharat Rozgar Yojana
has been launched. Nearly ₹ 1 lakh
crore is being spent on this scheme.
With the help of this scheme, about 20
million youths will get the chance to
join the workforce for the first time.
Under this scheme, the government is
also providing an incentive of up to
₹ 15,000 to youths getting jobs for
the first time. The government is also
providing incentives to employers who
create new jobs. In other words, the
government is working on every front to
increase employment in the country.
Friends, new opportunities for the
youth are created only when the
country's economy moves forward. When
investment grows, new industries are
set up, and new sectors expand. Today,
India is a rapidly growing major
economy. In the first quarter of this
financial year, India's growth rate was
7.8%. It has remained stable. There has
been an increase of about 12%in
investment. Rating agencies are
improving India's ratings. And this
progress is happening at a time when
the world is going through many
uncertainties. The reforms of the past
few years have contributed
significantly to this growth of India.
During your tenure, you have to
continuously accelerate these reforms.
Be it simplifying taxes and compliances
. Be it increasing the ease of doing
business, reforms in education and
skilling, or opening new sectors for
innovation. Or talking about ease of
living, it is necessary for the 'Reform
Express' to run at full speed at every
level in the country. And as government
employees, all of you will have a huge
role in this in the present and the
coming years. Friends, I said a few
days ago. May the sun be ours, may the
ocean be ours, may the boat be ours,
may the helmsman be ours, may we write
victory on the waves, may that courage
be ours—today India's youth is moving
forward with this very spirit. Now, as
part of the Government of India, it is
your responsibility to understand the
aspirations of the country's youth and
perform your duties exceptionally well.
My only request is that every decision
you take, every signature you put on a
file, should be aimed at advancing the
aspirations of the youth. You will have
to ensure this throughout your tenure.
Remove the obstacles in the path of the
youth. They should get opportunities to
take their ideas forward. Innovation
should lead to increased investment.
And investment should create new
employment opportunities. Friends, you
are now going to become a part of the
government system yourselves. Therefore
, you should strive to ensure that
other youth do not have to go through
the hardships you or your parents had
to face. The hardships your parents
have endured. The hardships you once
had to bear should no longer be faced
by any citizen of our country. You
should start this work as soon as you
enter the government system. Friends,
today every sector in the country is
undergoing rapid transformation. You
have reached this point by constantly
learning. Now, a new journey of
continuous learning begins from here.
You must constantly improve your skills
. You must understand new technologies
and new systems. Mission Karmayogi
helps you achieve this objective. Today
, more than 17 million government
employees have joined the iGOT
Karmayogi platform. And 'Karmayogi
Prarambh' has been specially designed
for new colleagues like you. The better
you make yourself, the better you will
be able to serve the citizens of the
country. Friends, there is one more
thing you must always remember. The
real strength of the government is the
trust of the country's citizens. No
matter which ministry or department you
are in, your work will touch the life
of a common citizen in one way or
another. An elderly person's pension
will be processed through your work. A
student's scholarship will be tied to
your responsibility. The facilities a
farmer receives will be facilitated
through your department. It is possible
that for some citizens, you are the
face of the government. Your behavior,
your sensitivity, your efficiency, and
your honesty will determine how that
citizen experiences the government.
Therefore, friends, our mantra in
government service should be: 'Nagrik
Devo Bhava', 'Nagrik Devo Bhava',
serving the citizen is serving the
nation. Your success will be even
greater when your work makes a
citizen's life easier. I am confident
that wherever you are, and in whichever
department you serve, you will continue
to fulfill your duties with a spirit of
service. I once again congratulate you
