Across the agency, teams are working together to modernize how we review applications while maintaining our uncompromising focus on safety. >> Licensing efficiency matters because it helps us deliver clearer expectations, [music] more predictable schedules, and better alignment with applicants, all while maintaining our high safety standards. >> Historically, our reviews relied on a more linear document heavy process. The NRC continuously evaluates our processes to identify areas which provide limited or no safety benefit in an effort to reduce the administrative burden on both staff and applicants. >> Robust pre-application engagement, including readiness reviews, helps ensure applications are complete and of high quality before the review formally begins. >> One of the biggest improvements has been streamlining the review [music] process to reduce redundancy without reducing technical rigor. Technical reviewers address issues holistically as part of an integrated core team. The Terrap Power Camera Unit One construction permit application review team [music] was able to make innovative strides towards streamlining the licensing process, resulting in completing the review 9 months ahead of schedule. I think one of the big keys that really unlocked efficiency in our review [music] was the riskinformed performance-based process that they used to develop their licensing basis and that we then incorporated into our review and used that to help guide our review and what the management review and legal review looked like. Uh and I think that made us a lot more efficient and able to focus on the most safety significant issues. [music] The core team approach was used for the camera review where the environmental team and the safety team worked together on overlapping topics to expedite the [music] review process. >> Another big contributor I think to uh our overall schedule was our ability to [music] identify and resolve issues quickly uh through the audit expert to expert getting in the room together and and [music] hashing those things out. These improvements are now being applied in current reviews like the Clinch River construction permit application leading to measurable benefits. That review was [music] completed 5 months ahead of schedule. >> So, the safety review of the Clinch River CP application went well. I I know you guys did a lot of pre-application engagement ahead of time. What do you think was was important or instrumental in helping that review? We did a readiness assessment of TVA's draft application for the Clinch River nuclear site and we were able to give written feedback on areas where we saw they had regulatory and technical gaps in their application and allowed TVA to develop a more complete application and allow a timely review. >> Yeah, as a technical reviewer I I think the readiness assment helped uh tremendous in [music] putting the the review in context. Um instead of asking can we review everything now the conversation became what findings can we make today given the uh the stage of the design and the construction permit and what can we address [music] later at the operating license stage. I think that led to a more effective [music] reviews and better outcomes. >> Totally agree. I also think it was really [music] helpful that TVA's vendor submitted a number of topical reports ahead of time. uh we were able to [music] dig into certain aspects and details of the design of the BWRX300 well ahead [music] of receiving the construction permit application. >> Average review times have decreased and reviews are completed within communicated [music] schedules and schedule limits.
