So, um, taking notes and be sure to share things with the, um, residents and, yeah, thanks for having the meeting. >> All right. Thank you. If that's that's all then, uh, we can begin with the presentation. Uh, welcome to the public meeting for city project number 103309. This is for North Tarant Parkway and North Beach Street intersection improvements. Um my name is Philip Tren and I'm the project city project manager. Uh we have our um design consultants Fzen Nichols. If you can introduce yourselves uh Fahad. Yeah. Hi everyone. Uh my name is Fad Rajabali. I'm with Fzen Nichols and we're the design consultant on this. And uh with myself I've got Adam Cross as well. We'll be here to answer any questions that you have about this project. >> All right. Um, also we have uh city staff. Um, my pro program manager Chad Allen is on the line. Go ahead and introduce yourself, Chad. >> Good evening, everyone. My name is Chad Allen. I'm the engineering manager for the mobility team and thank you for joining the meeting tonight. >> Okay. Do we have anyone else from uh the city of Fort Worth? >> Yeah, this is Randy Horton. I'll be the senior inspector on this project. The inspector is Rodrik Baker, but he's on vacation this week. All right. >> I just doubt it. Apologize for the tardiness. >> All right. Anyone else before we move to the back to the design consultant? All right. Uh, Fahad, I guess on your team, is there anyone else on the design consultant side? It's just myself and Adam Cross today. >> Okay, perfect. And then uh we also have the the contractor from RevCon. Can you introduce yourself starting Jim? >> Yeah, Jim Schuman with RevCon. I am the project manager uh for this project here. >> Anyone else you want to introduce? >> Uh I'm Agular. I'm also with Revcon. I I'll be doing the safety and the environmental for this project. >> Thank you. >> Uh this is Albert Martinez with Revcon. I was the estimator for this project. >> Perfect. >> All right. Um now that we have our introductions completed. Uh so we're going to go through the uh purpose of this meeting is to provide information about the Northtown Tan Parkway and Beach Street project. This meeting will include the project location, projects purpose and scope, construction progress, process, project schedule, not and notification. All questions will be answered at the end of the presentation. So, an overall view of the project location. It's North Tarant Parkway and North Beach. It's bounded by 35 West Loop 820 and Main Street looking big picture. So the project purpose is to enhance safety, mobility, operational efficiency at North Tan Parkway and North Beach Street intersection by improving capacity, optimizing turning movements, and upgrading illumination. So, the project scope includes additional concrete on the left and right turn lanes, channelizing right turn islands, upgraded traffic signals, pedestrian sidewalk and curb ramps, drainage, illumination, signage, pavement markings, and necessary utility adjustments. So here is the here are the plans. So we have uh traffic signal replacement on all four corners along with pedestrian sidewalk and curb ramps. We have the dedicated left turn lanes on all four approaches. We also have dedicated right turn lane improvements and pavement marking improvements. The construction process is as follows. We'll go with notification, traffic control implementation, erosion control plan implementation, site clearing and demolition. Then we'll go through the phased construction process which will have total of eight phases. traffic control and erosion control removal then final cleanup. So the project schedule and notification the anticipated project start will be August 24th, 2026. Project duration is 390 calendar days. The anticipated project completion will be October of 2027. So working hours will be standard 7 to 6 p.m. Monday through Friday and then if requested in writing there will be weekend hours of 9 to 5. the project notification. There will be project signs placed seven days before construction and then there will be notices to residents and businesses 7 days before construction via door hangers. The project schedule could be affected by unforeseen events such as inclement weather. So, we'll go through some frequently asked questions. Question, will the intersection or roadway bay be completely closed? Answer, no. Full intersection or roadway closures are currently anticipated. Temporary lane closures and traffic shifts may be required during certain construction activities. Advanced warning signs will be provided. Will utility service be interrupted? Utility adjustments will be required. However, no plan interruptions to water, electricity, communications or other services are to expected. Are we impacting driveways in the project? If so, will there be any access to the property during driveway construction? There will be multiple driveway reconstructions in this project. We will be replacing the driveways half at a time and will provide continuous access to the properties at all times. Question will existing irrigation systems or grass be impacted in this project? Answer: If an existing irrigation system or grass parkway is impacted by the construction, the contractor will be required to repair these to preconstruct pre-construction conditions. If an irrigation system within the limits of the proposed improvements, the system will be adjusted by the contractor. Question, how will construction noise, dust, and debris be controlled? Answer: The contractor will be required to follow city requirements for working hours, dust control, site maintenance, and debris removal. The contractor will also maintain traffic control devices and secure the work area outside of working hours. Question. What happens if construction encounters unexpected conditions? Answer: unexpected utilities, weather, material availability, or field conditions could affect the schedule. The city will provide schedule updates when significant changes occur. All right. Uh that is the end of our presentation. Uh here are some contact information. So, our first question is from Christina. Is this the same project that was to be done a few years ago? So, this is a 2022 bond project. However, due to right-of-way uh delays, we are now starting the project. All right, Booker T. Have we already identified the homes with driveways to be a affected? There are no homes affected. Only I'll go ahead and uh pull up the plans. I'm going to hand the screen to you. >> Yeah. Do you want me to answer that, Philip? I can yeah maybe shed some light on that. >> Um so there are no homes uh with driveways that will be affected but I can share a traffic control plan um that will show the overall layout and the the driveways that are being affected. Um let me know if you can see my screen. I guess I should confirm first. >> I can see your screen. >> Perfect. >> So the fe so the driveways that are affected are all commercial driveways on this intersection. Again, the improvements are within just the the approaches for the intersection. Um, and as Philip showed earlier, the the scope includes dual left turn lanes, right turn channelized right turn lanes, signal improvements, and then curb ramp improvements that go hand inhand with that at the intersection itself. Um, so there will be, to answer your question, no homes that with driveways that will be affected. >> Uh, roger that. Thank you. I misunderstood. This is one of our biggest and most complicated intersection projects from the 2022 bond program. We did have to condemn to get some right away to in order to build this project and condemnation does take a long time. It's a very long process. So, it has taken us a while to get to this point, but we're very excited to know that construction is about to start for this project. So, I guess Dro Roberts asked, "Are all four dedicated right turn lanes going to have an island or just a dedicated turn lane?" And then um I'll refer I'll give that to Bahad to answer. >> Yes, they will all have a an island. And Philip, I don't know if it's possible for you to share that overview. Um that might help convey a pretty good picture of what the the dedicated right turn lanes and then the channelized islands look like. Um if not, I can pull it up on my end as well. I think it was >> Okay, I'm my screen right now. So, uh you're talking about the pork chops, right? >> Correct. Yeah. So, all four intersections will have that. Yes. >> The protected uh right turn. >> And then I think there's a follow-up question or another question about the two left turn lanes. Uh so I'll take that too if that's okay and answer that. Um there will be plenty of room for those dual left turn lanes and there will be refreshed pavement markings. Uh it's a little hard to see on that, but there are puppy tracks in the middle of that intersection um to help motorists navigate through uh that intersection. >> I think what he's saying is the current turn uh the current lanes without extra space looks tight, but we're building additional lanes. >> Correct. Yes, exactly. So, there will be additional pavement and and essentially uh more concrete added on to widen that intersection and allow for that um for dual lift turn lanes on all approaches. Okay. And so Matt asks for um send the plans to his email. Let's see what else. DH which contractor has been selected for this project. Are there liquidated damages going to be assessed if the end of the date if the end date is exceeded? So Revcon is the see if I say it anywhere. Revcon is the contractor selected and uh as part of the contract documents there are uh LDS. Okay. Um Craig Charton I missed what condemnation was required for this project. Would you please repeat that? So, um condemnation was required for the southwest corner and um that condemnation has been completed and that's why we're starting this project. All right. Uh James Petty >> uh yes I was wondering about the there's a lot of key utility poles in nearby that intersection or are those just going to get moved or are they going to be buried? I can go ahead and answer some of that too, Philip, and uh you can chime in if there's something that I leave off. But to answer your question, there are utility poles that are getting relocated. Not all of that is going to be underground. There will be some overhead utilities still when the when the project is finished. Most of those poles have been relocated, but there are a couple that are still pending. Uh and that's that's because there is existing signal infrastructure uh in particular on one of those poles. So um that will get moved as the construction progresses and the new signal infrastructure is up and we are ready to transfer uh from the old signal to the new signal. >> Gotcha. >> That's perfect. >> And I had a followup on the the other guy who was asking about the condemnation. Um what exactly on the southwest corner was condemned? It was a piece of ground or a building or what exactly? It's whatever the uh right turn lane was encroaching into and then now it's not because we we have uh acquired that that land. >> Okay, gotcha. >> Anyone else uh have any questions? All right.
