which were made under it. Then
what are its benefits? And we set that
by 2070 we will have net zero emissions. Ok?
So these days we are talking about the topics of environmental education in
which
after covering many topics, this turn of
yours is climate change. There is a National Plan on
Climate Change. Isn't it? So if we
look at the background and context, launched
in 2008 under PM Manmohan Singh
coordinated by the Prime Minister's
Council on Climate Change is India's first
comprehensive national climate strategy, right?
You have understood this much that in 2008, the then
Prime Minister Shri Manmohan Singh launched
and coordinated it under the
Prime Minister's Council on Climate Change.
This was India's first comprehensive national
climate strategy. Came at a
critical juncture ahead of the 2009
Copenhagen COP15, situating India's
domestic action with in global climate
negotiations. And when was this started? The LAC was
launched in May 2008 and the Copenhagen Summit in 2009
and it aligned India's domestic
action with those in global climate
negotiations. Anchored in the
Principle of Co-Benefits Pursuing
Development Pathways. That simultaneously
advance climate goals and economic and social
objectives. This is the balancing we have to
see, how we can fulfill our climate goals
and also how we can fulfill our economic and
social objectives.
That is why it is called benefits. Meaning
both should benefit. This was implicit in this principle.
Reflect India's UNF
Triple C position on common but differentiated
responsibilities balancing climate
action with the right to development. The
difficult task is how we
balance environmental action and our right to development.
Correct? So this was
its background.
What are its guiding principles? Protecting the Poor and
Vulnerable through Inclusive Sustainable
Development Pathways. Those who are poor, those who
are vulnerable, vulnerable means those who
are prone, meaning something
bad can happen to them easily, they should be protected through these inclusive and
sustainable development pathways.
Achieving national growth objectives
through a qualitative shift towards more
climate-friendly strategies. How can we
achieve the objectives of national growth.
One result is a qualitative shift
towards
adopting more climate-friendly strategies. Devising Efficient
Cost-Effective Strategies for End-Used
Demand Management. How do we choose cost-effective
strategies that are both efficient and
fulfill end-use demand management needs?
Deploying appropriate technologies
for both climate adaptation and mitigation.
How do we choose the technology that can help us
adapt to the climate? Better engineering,
innovative market, regulatory and voluntary
mechanisms, backed by civil society and
public-private partnership, all these were its
objectives. Energy: Now, if we have to study eight missions, the
first one is Energy Mission Solar and Energy
Efficiency National Solar Mission, that large
scale solar generation will be promoted
and manufactured and the original target of 20
GW i.e. GW by 2020 which was
kept, it was revised sharply
upward and fire accident means it was decided
that we will work on Solar Mission
National Mission for Enhanced Energy Efficiency.
Work under this includes the Perform
Achieve and Trade scheme, there is Perform Achieve and
Trade PAT scheme, for this we will set up such energy
industries which will be energy intensive
and its standards, labelling
for appliances will also be decided. Together these
missions have driven India's shifts
towards renewable energy and industrial
energy efficiency. These missions
gave India a driving force as to
which direction its programme shifted?
Towards renewable energy and industrial energy efficiency. Solar tariffs have fallen
dramatically. Solar traffic was reduced.
Tariffs making solar power cost
competitive with conventional energy
sources.

Ok? Habitat and Water Mission. Its second
mission. Habitat means housing and Jal
Mission. National Mission on Sustainable Habitat
so that we can make the habitat sustainable.
So what was done? Promotes Energy
Efficiency in Buildings. Buildings should be
constructed in such a way that they are energy efficient. Urban
planning should be improved.
Work should be done on solid waste management.
Work should be done on public transport. Then
what was decided in the National Water Mission was that we will keep a 20%
improvement in water use efficiency
through integrated water resources
management. Both missions address the growing
urban and water security pressures linked
to climate change.
What both of these missions did was address the growing urban and water

Effortlessly integrate demand-side management alongside
supply-side infrastructure
investment. That is, the work of managing the balance between supply side and
demand side management was done.
Emphasis was laid on that. The third mission was

Ecosystem and Agricultural Mission.

the Himalayan Ecosystem, which is the environmental system of the Himalayas
? So biodiversity protection was
protected. Forest cover was protected.
Work was done to protect the glacial system. It is an ecologically fragile
region. There may be immediate harm to him.
Meaning it can get
spoiled and its spoilage will have
very adverse consequences
for the environment of India. Then National Mission for a
Green India. How can we
make India greener? The objective was to
expand and restore our
forest and tree cover on degraded land.
National Mission for Sustainable
Agriculture said that
climate resilient farming will be promoted and the
development of drought and pest tolerant
crop varieties. We should
develop those crops and work on them
which are drought and pest tolerant, meaning they are
less affected by insects and are less prone to famine and drought.
Such crop varieties should be planted and
developed. Together these missions link
ecosystem conservation with rural livelihood
security, meaning a lot of good work is being done
in India. The implementation
is just bad. Implementation has arrived. Then
after that Knowledge Mission and Implementation
Structure. It was said that a National Mission on
Strategic Knowledge for Climate Change will be
created. Builds a research base on
climate science. You should
create a research base on climate science. Where is it more important?
What is going wrong? How
can it be improved? Through a network of scientific
institutions. Without this you
can connect the network of scientific institutions.
Implementation is coordinated by the PM
Triple C with the Ministry. So there was the
Prime Minister's Council on Climate
Change. This will work. The Ministry of
Environment will work on this. Forest and
Climate Change will function as the nodal ministry.
States must prepare their own
state action plans on climate change aligned
with NAPCC but tailored to local
vulnerabilities. He said that you should
work only with NAPCC.

create your own action plan that is
tailored to your local vulnerabilities.
This two-tier structure
connects national strategy with state-
specific implementation on the ground. This happened. The
achievement and progress of this was
that the National Solar Mission dramatically
overachieved its original target.
It achieved even more than its original target
and by 2024-25,
Solar Mission solar panels with a capacity of 90 GW have been installed here.
India achieved its pre-2030
target of 40% non-fossil fuel
electricity capacity by 202 well ahead
of schedule. We are doing well on schedule.
India's updated Nationally
Determined Contribution now targets 50% non-
fossil fuel capacity by 2030 and overall
renewable energy capacity has grown to
well over 180 GW led largely by solar and
wind. We are doing a
good job on our renewable energy capacity, in
which the major portion of
contribution is from solar and wind energy
and we have achieved this much. So if
you can remember these figures then remember them, otherwise
remember its meaning, you will have to remember something to
write in the exam. Then at COP 26
Glasgow 2021, India announced a net zero
emissions target by 2070 along with its
five point Panchamrit Climate Pledges. It has been
said that we will stop carbon emissions by 2070.
You see how many
electric vehicles are running,
electric buses are running everywhere. India is their
mission zero. India joins the International
Solar Alliance. This is your last topic of this
unit. This is the International Solar Alliance
in 2015 to promote global solar cooperation
extending NAPCC vision internationally,
then Mission LIFE has come, what is LIFE, LIFE
abbreviation is LIFE, L is Lifestyle
for Environment, this was launched in 2022 so
that individual and community level
pro environment behavior change will be promoted,
meaning we should be proactive, meaning anything
that can cause some harm to the environment due to our actions,
stop it
before it happens, these initiatives show
India's climate strategy evolving well
beyond the original aid missions.
Better work is being done
on India's climate strategy than the original aid mission we had undertaken.
However, the results are not that pleasant i.e.
not at a realistic level. Still the work is going on.
Criticism and Challenges What
Progress Across the Eight Missions Has Been
Uneven. They are saying that your
progress is uneven. The Solar Mission is
doing very well but the
Mission for Sustainable Agriculture and Himalayan Ecosystem is
working slowly. Several missions rely
on repackaging pre-existing schemes
rather than dedicating new funding. This
is also its challenge. Integration between National
Missions and State Action Plans remains weak. There is
weak integration between the national mission and the state action plan. Isn't it?
And balancing rapid economic growth and
rising energy demand with genuine
emissions reduction remains an unresolved
tension. There will always be a tension as to
how we balance our economic
growth so that it is rapid, we can cater to the energy demand
and we can also remain sustainable.
So what is the take away from this that NAPCC
2008 was India's first comprehensive
climate strategy built on benefits
and CVDR coordinated by the PMCC
PM Triple C it rests on eight national
missions spanning solar energy energy

progress remains true very good work is being done
but progress of all the missions is
not the same. Now let's come to the question. The
National Action Plan on Climate Change was
launched in 2008. The NAPCC is
coordinated at the national level by the
Prime Minister's Council on Climate
Change. Then which mission originally targeted 20
GW of capacity by 2022 later revised
sharply upwards National Solar Mission. Then the
