Video summary
At the Moretown Selectboard meeting held on August 18, 2026, the board addressed a wide range of administrative and community development issues, beginning with personnel appointments and upcoming events. April Sean, Chair of the Library Trustees, successfully moved to appoint Don Hayward as a temporary trustee until March, a decision passed unanimously by the board. She also highlighted plans for a future community survey to assess library services. Additionally, Sam Jackson from Green Mountain provided updates on an orientation event scheduled for September 11th, detailing a relay-style route involving runners and bikers that would avoid difficult terrain over Dallas Brook in favor of a path connecting Southfield, Floodwoods, and Weightsville Common; the board approved this logistical change to improve timing for the approximately ten participating teams. The meeting also included routine administrative approvals, such as the unanimous passage of minutes from August 3rd, and a review of a contract amendment with D Boyce and Baker that was deferred to the next session due to its financial implications.
Significant discussion focused on infrastructure projects, safety concerns, and municipal planning, including updates on town hall revitalization and road maintenance. Staff reported progress on demolishing two buildings at Town Hall, though concerns were raised regarding the disposal of valuable equipment like boilers and copper piping during the process. The board also reviewed warrant approvals for sidewalk projects and engineering services, while noting that a liquor license renewal for Stewart Shop was being processed alongside other licenses for tobacco and vaping products. A major topic involved the upcoming state replacement of the bridge over Dallas Brook in 2028 or 2029, which will necessitate closing the Meadow Road bridge and diverting traffic to Pony Farm and Trent Road, a change expected to increase vehicle volume on Pony Farm. Furthermore, the board addressed complaints about cars parked in driveways along Pony Farm Road, agreeing to conduct an on-site visit with two members and Chief Martin to verify property lines and safety angles before potentially involving the Sheriff's office for enforcement.
The meeting concluded with discussions on long-term planning, budgeting, and community integration, setting the stage for future administrative actions. The board acknowledged the need to start the budget process earlier in the year and explored options for hiring a manager or utilizing external services like Stone Municipal Consulting for staffing studies and capital improvement planning, identifying Ron Rejenski as a key resource. Safety initiatives continued with residents requesting speed cameras near Camp Navajo and addressing pedestrian safety at blind corners like Haring Brook, where walking dogs against traffic is sometimes required due to limited visibility. New resident Ingrid joined the proceedings via video call after relocating from Maine or New Hampshire, where she was welcomed and informed about upcoming events such as Morfest on September 19th. The session ended with informal remarks regarding administrative duties, including document signing and supply management, before adjourning for the scheduled follow-up meeting on August 27th.

All right, this looks like 6:00. Let's
get going. It's the Northtown Select
Board. It's Tuesday, August 18th. We're
here at 79 School Street in the John Hog
meeting room as always to John and we'll
start with public comment. Who's here
for public comment tonight? Travis.
Anyone else? All right. So, we'll go
ahead and move on to the 605 meeting
agenda item, which is the library
trustee. And
come on up.
Um, if
>> you can pull your chair up
the front.
Uh, I'm April Sean, the chair of the
library of trustees, and we are hoping
to fill the empty trustee spot. Um, Don
Hayward is offered to join the board to
fill the space until March.
>> Perfect. Is uh Don obviously she's from
town, I guess.
>> Yes. Yep. She's from town. She's on
patio.
>> Oh, nice. Way up there. Almost in
Windsfield. Yes.
>> All right. Well, I would move to uh
appoint Don Hayward into the existing
library trustee position until March.
>> Callie second. Any other comments,
concerns? All in favor? I I
>> I.
>> Very easy. April, huh? Is there anything
else going on in the library you want us
to check out or you can tell us?
>> No, nothing else right now. We're going
to start a community survey at some
point to get more feedback on the
library, but very very early stages for
that.
>> School is getting ready.
>> Yes.
>> And we talent couple of folks from the
town hall committee
met with some of the trustees just to
loop them in and give them an update for
where we are.
>> That's what
we are right now. just to get have them
be know you know what's out what we're
waiting to hear about and stuff so
>> all right well good I'm glad well April
thank you and appreciate and tell you
we're happy to have her on board now
will she run we hope in March
>> I'm hoping so
>> give her a good experience here in the
next couple months
>> I know she's got a couple meetings
between now and then have her
>> all right [clears throat] thank you
>> all All right. Uh, are you Sam?
>> Yeah.
>> All right. Sam Jackson from the Green
Mountain.
>> Um, I just wanted to check in with you
guys again before we run this
orientation event that we've been doing
for the last few years. We did it last
year. Um, and we, you know, I came in
and chatted with you guys and just gave
you a heads up on the route. Um, and
sort of the basic plan for the day. So,
the date in question is September 11th,
which is a Friday. Um, and
typically, you know, the timing that
we're coming through more town is kind
of like between 1 and 2 2:30. Um, so
that's when the circus will arrive. Um,
and we'll have signage out on roads to
let people know that there will be, you
know, riders and runners on some of the
roads. The impact here is really pretty
minimal. Um the one thing that we asked
for last year and you guys granted us
was the you basically being at a park
back here by the rec fields. um you know
bunch of vans because that's where
basically we end one leg over at the
hardwood track and then rather than have
the kids on the road we bring them over
here in vans and then we begin basically
from the the recre field the back of the
rec fields they go up um the the pine
needle trail there up to South Hill and
then the one other change that I've
proposed this year because the last
couple years we've had them then go out
to South Hill
bike leg has gone up and over and across
Dallas that was washable. I think you
have the the landing over there. Yeah.
>> Um but that's just it's proven to be
from sort of a timing perspective and
trying to the kids end up being faster
than the van. It's just sort of a it's
become more of a headache than it seems
to be worse. So, what I'm hoping to do
is instead when we hit Southfield, go
right and go out and then connect
eventually with Floodwoods over in
Wigsfield and then get back over to the
valley that way. And that's feels
>> um it'll it'll shorten our day a little
bit too, which I think actually for the
kids energy levels will be okay. Um but
also just simpler logistically.
>> Yeah.
>> You won't get you'll be meeting going
around in the van and meeting on the
other side. Exactly. Exactly.
>> Yeah. It'll be my my plan is that it
will be you and kids would
[clears throat] do a run from here up to
the up to South Hill, pop out and then
tag off and bikers would go all the way
across to um and it would probably go
all the way out to Weightsville Common.
So that'll give the fans plenty of time
to to get there. So yeah, I just wanted
to make sure that you guys were aware
that we were meeting any requirements
you guys had. Um
>> well, no. Well, thank you for for making
us aware. You're certainly welcome here.
>> Great.
>> Um you know, just be safe and have fun.
I don't know if anyone
>> Yes. Have a good time. We didn't have
any issues.
>> Yeah. Yeah. The last couple years
Mike's going to bike the leg with with
the kids
and go through
>> all the way through that way.
Bike through there.
>> Well, I guess I have, but I haven't gone
all the way down, but yeah.
>> Yeah.
>> So,
>> sounds good.
>> How many participants do you have?
>> Well, so it's the whole school, but on
each leg they're broken up into into
teams basically. And um so I think we
have 10 or 11 teams and uh so each leg
you only have you know 11 kids
participating in that leg and then they
tag out the next kid takes over. So and
we'll start in Weightsfield and we'll go
out to Lincoln and up on Lincoln Gap
back over uh Jerusalem Trail back over
to Mount Glenn. So there's plenty of
room for everybody to get
>> some work in.
>> Yeah. So, it's divided up, but it is a
bit of a traveling circus. So, I did
want to just again let you guys know
we'd be coming through. So,
>> well, thank you very much.
>> Yeah.
>> Anything else you guys would need from
me?
>> I don't think so.
>> Great. Well, thank you guys very much.
>> See you next year.
>> Yeah, we'll be looking for you, too.
>> I test them all.
Yeah, sure.
>> Why don't we go ahead for reports?
>> Um, I have a staff of paperwork over
there. I have two warrants.
Um, there's two amendments. One for the
sidewalk project for Wayne King.
Um, engineering services for the
warbrook culbert. There's a for that.
Stewart shop has their liquor and
tobacco license to renew. Um,
the boys and King has a um the Salt Lake
shed. Salt Lake
[laughter] shed works there.
[clears throat]
>> And then
I wanted to ask about the fire warden
thing. Do you want me to have Stephan to
a meeting
so that that could be talked about?
There's a form that needs to be done. So
I don't know if he's going to continue
on fire that 162 or not.
>> Right. It just folds an end to it,
doesn't it? The fire into the fire
marshal stuff.
>> That's the chief. Yeah. So the chief
just becomes the fire.
>> Yes. I don't think that's that act 162
thing, I think. Yeah. Yeah.
>> Yes. I don't know if I mean there's
>> don't even need to do that.
>> I [snorts] mean I'm sure he's aware of
that. I assume I hope so.
>> Let's just reach out to him and make
sure.
>> Okay.
>> Congratulate him on his losing one
position but his other one has more
responsibilities.
>> And Martin asked me about the tennis
courts. Who's responsible for the meat
whacking?
Well, I guess um
our I mean our guys that do we are going
to be responsible,
right?
>> Mhm.
>> Yeah. So why they don't
>> I don't know why it was asked.
>> All right. Yeah. Can you
or or I'll I can follow up with him and
ask him why, but I think I mean all the
weed whacking should be done by
the worker, right?
>> I I guess I think I mean I
>> I mean we haven't
you know I mean there hasn't been any
other change. I don't think the school
does it or
>> No, I don't think there's no tennis
orational
>> when we part of um part of who we
brought on the fourth
person which was um Stefon at the time.
Um how we justified that if you remember
was uh we were I think we were spending
around 15,000
or so at the time for lawn services out
here on an annual basis. And so we
decided all right and there was a need
and we were also spending some money I
can't remember where it was in the
winter for part-time job.
Um, and so we found it to be better just
to hire, you know, a fourth person,
>> right?
>> And and that person would obviously
would be responsible for the lawnmowing
or training that we had. So I don't see
where that's changed, but we haven't
done anything different. We don't think
so.
I know the wreck
um
the wreck department [clears throat] if
I remember correctly had asked for some
money for weed whacking. Um but I think
at the time we even at that point we
kind of raised our eyebrows a little
bit. Why are you guys doing weed
whacking? So I'll just check.
>> I think that was for some of the trail
work
>> or some of the or the story walk or
something. as well story walk and that
someone should be out with the echo
classes that were going on.
>> Oh, trails. All right. So, that makes
sense separate. But as far as the
>> school story walk, I don't think is we
wack cuz that's just like
>> just natural.
>> That's that's an addition to
>> All right. Well, we can check that. But
anyways, the the compound here, the the
complex needs to be in the the um
[clears throat]
tennis sports room included in that. So,
>> I I'll just check make sure there's no
>> okay
>> questions on that. [clears throat]
>> Mike here over there on the end. What's
she got anything for today?
>> Um
it's out into the future.
Um, I think the Waitsfield staff board
member told me that when the state
replaces the bridge over uh Dallas
Brook, which I think is 2028,
um, Weedsfield is going to close the
Meadow Road bridge.
So, all the traffic will be going to
Pony Farm and Trent Road.
So,
>> you guys, just a heads up. Well, except
that the cover pine prime bro covered
bridge not you know there's only
vehicles going on that
>> right but that's like but because I
think isn't going to have the meadow
road bridge fixed by the time that's
what he made sound like by the time the
state does the Dallasville bridgefield
is just going to close it
>> so it doesn't like completely fail
>> I don't think they totally figured it
out yet cuz one of the things
said they were going to do a detour that
you're going to detour to Waterberry and
come around for the you know for trucks
and such.
>> Yeah, I think they have to because
>> I know but that been I don't know. I
don't think it's been totally sorted
out.
>> Well, no, I think he's just Yeah,
>> he's just letting us know.
>> Yeah.
>> So, there'll be more car traffic at
least on Pony Farm when they do that. I
thought it was 2029 that they're doing
the real
>> might be. I thought you said 28, but
yeah,
>> that's Yeah, it's a little low.
>> Yeah, the one that's kicked the wrong
way.
>> Yeah. So, it feels narrow.
>> Yeah.
>> But I think that's all I have. So, I
guess.
>> Yeah. When someone's coming when you're
going up and someone's coming down that
hill, a big truck in that corner. Well,
there's kind of if you're coming from
weightfield, you kind of go down in it.
And if you're going a little too fast
and just wants to like kick you sideways
a little bit.
>> So, yeah.
>> Yeah.
>> Yeah. Speed.
>> Oh. All right. Well,
um
>> some time.
>> What?
>> I said we have some time tonight. Go
ahead.
Well, okay. Uh,
I guess there's still some figuring out
some mailbox stuff, but we're close. As
you can see, it's looking pretty good. I
think we might have to still add another
box there.
Um, there's a
some question. I don't know if Aaron
Hunts her whole box is at this town hall
and you know what she wants here.
>> No, no, she's going to be here as well.
But um I don't know. There's um
it's a work in progress.
>> Is everyone getting their mail?
>> Yeah. No, there's mail there now.
Apparent I I talked to Mark, the
postmaster, and he said Aaron actually
isn't picking up her mail. And then I
tried to see if she was going to be if
she was around over the weekend sort of
looking by just to go and talk to her,
make sure she's all set, you know, and
Martin still has on his list hopefully
either today or this week is to put the
drop box in the package, whatever it's
called.
>> So that's happening.
>> Looks looks good out there. I think
those guys a nice job.
>> Yeah. Oh yeah.
>> It must be much easier for the post. Oh
yeah. And even the folks that are there
getting their mail every It's safer.
It's easier.
>> Yeah.
>> And
[clears throat] um
>> someone to talk to get their mail
>> that too. Yep. So there's still a few
little bugs, but it's it's happening.
But then so then from the sidewalk into
like So the crosswalks are are going to
be you know there'll be signs crosswalk
signs typical. Well, they're not going
to be flashing. I mentioned about the
flags.
>> So, I have found out about it's called
see me flags.com and they're like 200
bucks to do the flags,
>> but so we can once the post gets up and
we can catch up to that.
>> Yeah.
>> But, um, do we have a sense when the
state's going to paint?
I mean, would that be a question for
Ken, I think, or
>> Yeah.
you know, uh, you know, when they're
going to they going to come through and
stripe it, you know, and do the stripes
on the side and and do the cuz they were
supposed to paint that crosswalk last
spring, the one down here at the school,
they they didn't. And apparently even
Wville still waiting to get some
crosswalks painted. So, I'm just
wondering with on that.
>> Okay. So, you know, so maybe if they're
pushing up is better, they can get that
done.
Um,
I pick on next meeting and we I'll have
a hope to have some facilities decisions
to make, you know, you know, like we
carry this in the budget. Here's two
prices. This is what I think we do with
it type of thing for a couple couple of
items. Um
and then uh on the town hall as we're
moving along or waiting, you know,
waiting to see. So do we have any
updates on the
the
resolution maybe would be the word? Ah,
it's it's moving towards the resolution,
but there's nothing.
>> Um, yeah, there's stuff today, but it's
nothing, you know, just
[snorts] so I wasn't aware of uh I
thought that the the buyout thing was
sort of still, you know, a work in
progress, but apparently a couple of
build there's one building or so or two
buildings that are under demo, right?
>> Yeah. Went by the other day saw
>> so which I didn't know
>> was getting torn down. Yeah. Is um I
know Larry's restaurant I think is next
>> is Yeah. Across the street from Larry
apparently is
>> right that was the first one camp that's
done. Yep.
>> That was the first and then I think um
drive
>> the gam
>> I believe. So and then then Larry's will
be next.
So, I had um
a Morttown
uh guy call me, Justin Lord, I don't
know, sister lives over there on 100 on
Route 2. And um he was just wondering
like uh cuz he was actually over there
and he was there was someone working in
was looking inside or something and he
said there's some pretty amazing
equipment. you know that as we're going
and doing this demo, he's like going,
you know, there's like this two renai
beautiful Rena boilers and there's, you
know, the one that has four apartments
is like, you know, [snorts] four decent
shaped refrigerators, dishwashers, you
know, uh, washing machines and dryers
and, you know, like are they just going
to be putting that in the dumpster? And
then is there no way to
>> there's no way to upcycle that stuff
>> or someone needs it or in in in need of
this equipment or
>> that question was asked earlier on.
>> Yeah. No, right. Or even like all the
copper piping, you know, you know that
there's no scrap,
you know, in other words, they might
just shovel it and put it right in the
wooki. It's about the same as putting in
the dumpster,
>> you know.
>> Yeah. Yeah, it's it's
I agree. I think everyone probably runs
table
>> would agree that
>> No, I imagine they get a price from
someone to do the demolition and but you
know Yeah. Okay. That's yes that
question.
Um
uh well I was I'm going to send you
something that I read in a that I've
seen a couple of times in the Montilier
front porch forum that I thought would
be something for us to all look at. It's
they post something about, you know, uh
community service, right?
>> You know, I think I brought it up once
before. So, I'll resend a you know,
posting that we I think could adapt to
here in Morttown and just, you know, put
it out there like, hey, you want to
>> here some places that you can, you know,
help or get involved in community. I
know. We can put it out there right now.
I know the direct department.
>> Yeah, it's got two people.
>> Like a couple people.
>> Yeah. So, I'll send that along.
Um
and the only other thing is again
town administrator.
Um
so I I I I don't know. It sounds like
reaching out to the LCT is a a good one.
So, um I don't know if someone how we
want to I guess I could do that or if
someone you know I don't know if someone
in the town office should do it or you
know I don't know
um you know just to get I think they
they give you some feedback and some
information about it. So I get I'll ask
Karen what we should talk to.
>> Yeah. Well, I think that's a good step.
First step to
Okay,
>> no, I'm good. I think that's
Sam, you done quiet? Welcome.
>> Do you have anything you want to share
with us?
>> Um, no, I don't think I have any
updates. Um, school stuff.
>> Yeah, the the school
as it relates to more town the planning
was there it's the building use and
something committee for the district
just met um they are I I was able to
listen in and out on the meetings I was
at work at the time but it's the the two
things that we should know is one
there's a building that's in
consideration as the site for the new
elementary school if the consolidation
plan goes forward Cabbat is looking to
sell that building to the district. So
the district would potentially renovate
the cabb building in I'm guessing that's
we based in there or is it field where
cabb is?
>> Oh that's up at the industrial. Yeah.
>> So that's
the lines.
>> It's right there. Yeah. Um
>> yeah. So that that's under
consideration. They're now going to sort
of move forward
with
requests for uh they're putting out
requests for architects to come in and
actually start flushing this out and see
what the cost would be. Um but that's
proposals from from
Sorry, my brain's fried. But
>> yeah, so that's that's where that
stands. And of course, all of this is
just exploratory. The board isn't
officially moving forward with any of
this. It's not something they're
endorsing. They just want to explore all
the options that they have. So, that's
that's where things get in there.
>> Yeah.
>> I think if someone's offering it up to
somebody, it's it's worthwhile to take a
look at knowing what that building is. I
don't see it being converted into a
school. But
>> I've never been inside. I've just seen
it from the parking lot from the park.
>> But then [clears throat] the park seems
like it raises its own complications.
It's sort of jointly own
the rec district owns that park.
>> Yeah.
>> So, we I know we pay share to be a part
of that.
>> Yeah,
>> I'm on the board for that committee. Um,
so yeah. Um, I don't know,
[clears throat] a lot of questions, but
everyone seems to be moving forward with
the right sorts of questions.
>> Good.
All right. Here. Thanks.
>> And
you have anything for still on time.
>> Um,
the school's starting to be nice. had
the sheriff make his way out to Hering
Brook.
>> There's a lot of kids getting on the bus
and their parents like to fly down here
in Brook. There's teachers that are
going to work that fly down here in
Brook at 6:30 in the morning. And
>> so that's when you see him 6:30 in the
morningish.
>> Yep. Um I don't know who he is. There's
a guy who lives
all the way at the top of the hill and
he just about hits me every morning. So,
about putting a speed trailer up there
to start with before school.
>> Yeah. I mean, that can't hurt, but
certainly
>> what maybe it bring some awareness to,
>> right?
>> Yeah. I think the people the people who
were out there are going to
>> maybe actually that might not be a good
spot to put the the speed trail.
[clears throat]
>> There's not a lot of room.
>> Try to set some records. Maybe set some
records,
you know, target practice, all sorts of
stuff like that.
>> There was I just I had someone I'm
looking on my phone here. I had a text
from someone who wanted that that speed
thing as we're talking about it. Um 100
talking.
Uh, Carol Lombard. Lumbard.
Carol Lombard.
Uh, Camp Navajo.
Camp.
>> Yep. It's um
where the tractor trailer
accident was.
>> Oh, okay.
>> Just past it. Right there.
>> All right. So, um, do you like to see
that? It's
>> right in the section where Brett wanted
it.
>> Yeah, right where Brett is as well. So I
think there's a couple people. So if we
can ask to to get it there, it's
probably um
>> it's more in the visible so less apt to
beized.
All right. So [clears throat]
back
and I don't think the class four
committees met yet either.
So, I don't know what's holding
then the the road group. Not the big
group.
>> Yeah. What was the alternate date? Can't
remember the email. I feel like enough
people respond.
>> No, it wasn't that one. It's the the one
to go out and check the road.
[snorts]
>> The appointed three. Yeah, the appointed
three.
>> Oh,
like you, Martin, and Sean, right?
>> Yes.
>> Doesn't the group have to No. Okay. Mm-
>> Okay. Well, yeah. I think
>> All right. Yeah. [clears throat] So, you
got to go get together,
right?
>> Yeah. I think that's
I think that's it.
>> All right. So,
>> the
New England [snorts] Tax Collectors
Conference is in Vermont this year
as well in Stow.
>> Are you uh going?
>> Yeah. It's three 2 and 1/2 days. 2 and
1/2 days.
>> So, are you using a sharing going to
that?
>> What
tax collectors
>> conference?
>> It's going to be a busy September.
>> So, what does that tell us a little bit
about that?
>> Um, so
my phone I have the agenda. Yeah, I
>> was going to say when I'm asking that's
why I was asking whether it's something
for Craig to go.
Let's see.
Northeast Regional.
I know they're doing a bunch of stuff
with AI
and tax collection, internal controls.
um forensic fraud examination,
streamlining, tax collection, focused
fraud prevention.
Um
>> that might be
>> for AI for finance.
>> You guys could be interested in that. I
was thinking more was tax collector, but
maybe
do you mind passing that on to um Sasha?
I should be take that.
>> Yeah,
>> Sasha and Cherylyn if maybe get together
on that.
Yeah, I just got the email cuz um the
Vermont
Governmental Finance Group sent it out.
So,
all right. So, we're right about next
agenda item. Well, I have a few things
that I can get to later is the Pony Farm
Road parking issues. How you doing,
folks? Put your chairs on.
>> Michael, nice to meet you.
>> Sam,
Sam and Alex. Thank you. Thanks for
taking the time to come in tonight. Um,
I know Don has been in communication
with you for a couple years now talking
about this. And the reason we wanted to
talk to you is because had several
complaints over the years um some people
have had personal experience um with
trying to get off or on to Pony Farm
Road with your cars being in the road.
And so, you know, a couple of weeks ago,
we uh as boards talked about it again,
decided at that point because it hasn't
changed and we've asked in a few
different times, we made a decision, all
right, going forward, we need to contact
the sheriff and have them take care of
it because it's becoming a liability and
a danger um
is actually
>> and I've had interactions.
I know the calling about it and I've had
interactions with five
you talking once. Yes.
>> Your husband was
>> Yeah. You can go first.
>> Okay.
2012.
>> Yeah.
>> And I know part of that space that's now
paved um was dirt. And then there was no
confusion about what was my driveway.
when the town put pavement on it then
now all of a sudden people think oh it's
not part of my land I can show you I
measured it out and I have
>> sure
why she's doing that um the I was at the
trans district 66 today and the legal um
entry onto town highway is three rods
49.5
[snorts] from the entry the the turn off
there.
>> This is
um the best to just stand there and show
you like ft.
>> So I just just so you have a little
information. Um the regulations from
town highway onto a state highway is
49.5 three rods
measuring out at 42 ft. [clears throat]
Okay.
>> So, technically
people are cutting that corner off and
it's actually more [clears throat]
dangerous for them to come down on an
angle than it is that have marked
pavement or travel lanes to where they
actually come onto the road like this.
They can see that way, they can see that
way [snorts] as opposed to coming this
way where all they're doing is look at
the rearview mirror blowing through that
stop sign and that's more dangerous than
anything. And then you also have the
issue that if you really want to get
technical, that turn right off of 100 B
up the hill is actually
not
um
I don't want to say legal cuz that's not
the right term, but that is not an
actual
>> um regulation.
people go way over the other side by the
stop sign
>> to make that curve.
>> The people at the VR said that's
actually the regulations that turn
there.
>> It doesn't mean cuz it's a steep.
>> So you're saying like people shouldn't
>> technically that that should not be a
right turn.
>> Mhm.
>> And
but I for that I'm just curious. Yeah.
I'm just saying I'm just saying I'm just
saying that
for opening a pony road is way past what
any road opening is happen. So what I
like to suggest is um if maybe two two
members from the select board and Martin
were to go and go to meet there on on
site you know
>> um because the you know I've been there
and I've walked through this um with
Phil and
>> Sure and and I've driven it myself and I
and now
when you do come down on the the way
it's angled you that That's what you do.
You look in your mirror cuz there's no
way you could turn your head, you know.
>> But when you come down at a different
angle into the road, you can then look,
you know, so that you know, in other
words, you
>> Yeah. Yeah. Yeah.
>> You don't come down, you come down like
that, you know?
>> Right.
>> And and that would change, you know,
like they're saying, if if it wasn't
it's literally paved right into their
land, you know, right? Do
>> you have a way of property? We have a
hand we [clears throat] have like a a
hand drawn diagram of on our deed.
>> Um
>> or does it say does your deed meets some
bounds? Does it describe like the
>> uh I have wine distance
>> when they put the yeah the well when the
well was put in it. They do have like a
hand in that but yeah
>> come down and check it out. They show
[clears throat] 14 ft and you can see
where the
>> the land post is too.
>> Sorry, let me interrupt you. Yeah,
>> it it's behind the the mail office.
>> Yeah. Would you mind sending the like
could you just take a picture like or
bring it into the office and they could
scan it or something so we have it so we
can
>> Yeah. And I mean, you can clearly see
where they put the new pavement because
I think there something about it was
washing out or something [clears throat]
off the road, but and technically that
stop sign is so far back there should be
a painted stop bar on that road.
Anyways, if you drive any of these roads
coming under 100 ft, they all have
painted stop bars where people should be
stopped. And I feel and I feel if you
put the markers at the I mean 49.5 you
know stay within the state regulation
coming out of the room that would bring
you far enough out and it would also
stop people to make that stop
>> and look [clears throat]
on site you'll see
>> yeah I mean I drive it I mean I think if
and we I think Don just suggests maybe
two of us come there Martin and then
maybe from that and right we'll get your
survey look at it but maybe from that I
think you know cuz like none of us are
surveyors so if we were going to mark
out the 49 the three broads like then
someone right has to like pinpoint the
center of the road
>> correct
>> and then you can right okay we can put
our paint outside of that but so like
none of us including Martin could say oh
this is the center of the road
>> correct get a visual on on it and
>> yeah yeah but what I'm saying is like
we're the physical center of 100 ft is
right now might not be
the center of the actual survey road.
Right. So I'm saying like yeah we don't
Yeah. If we met and that's an option
like we need to know where the actual
center is, not just where the center of
the current use space [clears throat]
is.
>> Right. You guys have record of when that
last paving was done and where they
covered the bottom of my driveway.
>> Yeah. Well, actually I right here I
July [clears throat]
2009 and actually I have August 2025
just
maps and
>> I'm not seeing a lot of difference
>> but you know those guys Yeah.
>> Oh but it's still dirt.
>> It's dirt. Yeah. Then you have the
paint. So what's the difference? cuz
[snorts] that means
>> and people wasn't part of the river.
>> So, do you know is there a particular a
better time?
>> Is there a particular time that we could
schedule uh coming there? You know, when
we'll figure out which, you know, it
might be myself or Mike or Tom. I don't
know who elected, but I mean, you know,
But we also want to schedule by 5:30
>> Monday through Friday.
>> Oh, so that Okay. What time what's in
the in the morning? What time could we
do some we leave by like 7:30?
Usually
>> morning 7:30.
>> Yeah. I mean, cuz that's not out of the
question. Come at 7. I don't know if
that
marketing starts at 6, you know. I mean,
if we reschedu
>> most of this,
>> yeah, I'm awake.
>> Yeah, I mean
>> Thursdays and Fridays I can if if
there's a time before, how late does
work?
>> He doesn't work on Friday.
>> Friday. Yeah. So,
>> Friday, I can try to be home. I
work on Thursday. [clears throat]
>> Thursday.
>> Yeah. He works till 3:00 or he starts at
6:00 and goes to 3.
>> Oh, 4:00 4:30. We could make it with
Martin.
>> Yeah. Yeah.
>> I I couldn't do this Thursday. Uh I'm
going to be gone for work, but I could
do probably like any other Thursday.
>> The following Thursday. That would be my
time to schedule it, too. So,
>> all right. I have your contact. So,
we'll
>> Sorry. I got a clarifying question on
here. When you guys are going to go out,
I mean the trying to figure out is the
cars are either parking on town property
or on their property, right? So, how are
we going to determine that when you go
and visit the site?
>> I think we're just going to look and
maybe decide some next steps cuz it
seems like we almost need to survey it,
right? It's either town property or it's
not. It's not.
>> Well, it's also it's also the angle,
Sam. the way you come down off that
road, the angle what they're it's kind
of encroached the way the road comes
down now. It's kind of kind of right
into
>> I totally get that the road
doesn't affect whether or not it's town
property, right? Like it's
>> or it's in the rightway,
>> right? It's either the rightway town
property or it's their property.
>> What is it a travel plan or is it a town
property?
>> Like I don't know the technical term,
but it's either
>> I mean
>> time to figure it out. is the kind of
ordinance for travel lanes versus
town property.
>> I think it's probably a right of way um
>> right away versus traveled lanes. That's
what we that's where you got to do a
little research and and see the
difference.
>> Well, I think the bottom line is just
come up with a a solution that's going
to work and be safe for everybody. Yeah,
we driveway and people coming flying
past. They don't even You can sit there
and watch our video tape it for you one
day.
>> Sure.
>> Nobody even stops at that stop sign.
>> And if we're backing out and they're
blasting down that hill, it's just as
dangerous for us. And somebody going on
proper turn and being inconvenienced
because they can't speed down the hill
with their big ass truck or whatever
they're driving.
>> So, it's just as much safety to us.
>> Yeah.
>> For it to be All right. The whole point
here is just as Don says, we're just
trying to figure out how
>> Yeah. It makes it safe.
>> I was trying to be
one at a time. Just want to make sure
the plows
>> I talked to the crew. We We won't win
our band anyways from November to
whatever. So I I don't want to make
their job any harder, which will park up
then, but we'll make it happen during
winter. But you know during the summer
time having work hard
trying to do jocking.
>> Yeah. And how would you say for
everybody?
>> Okay.
>> All right.
>> So hopefully a week from uh that would
be what's the date? Um
>> 27.
>> That would be the 27th. So like 4 and
I'll confirm with you.
>> Also I had another issue since you were
talking about the speed clock at your
house. Um the jade breaking around those
corners
and and the speed and the speeds. I mean
there's kids that walk to school that
have to go over the rails every morning
especially in the winter time but you
know we sidewalks up to the
>> Yeah.
that corner is pretty scary. Yeah.
>> Yeah. Don's on the safety committee and
things and they were it was just uh last
time we were last meeting you had our
rep last time our state rep going over
the noise. There's a bill that's trying
to get off the wall that someone won't
do anything on.
>> Thanks a lot.
And you in the meantime, do you mind
getting like some your survey, you know,
to us digitally or whatever somehow?
>> Picture.
>> Yeah. If that's an actual survey or even
just a site plan just so we have more
information. You guys did you guys had a
historical survey too cuz when I was
talking to two friends today, they're
having the same issue over in Randolph
Center and the guy said that a lot of
it's not historically
uh resolved.
>> Yeah, there would be a survey of the
road but I mean just to start like you
know you can get us that site planner
just more information
>> just before we get to the meeting
>> things are always important,
>> right? Yeah. Cuz you might have
cuz even if what you have as a survey
might not be recorded in the town right
in the town's office and if you guys
have it handy then
>> just yeah
>> cool
thank you very much
anything else as far as
>> a couple things one thing I had I have a
guy um from CAI technology ology
Rossi called me. Did any of you guys
um ask Travis to call him or tell Travis
to call him for information?
No. No.
>> Yes, there was an email from Michael
said for you to
this was meeting last year. Uh I think I
Yeah, I can't remember what it's about,
but I think probably I said if you have
questions to contact him. I don't know.
>> Yeah, it was
>> I can't remember that even any question
on that. Yeah, just because I didn't
know I do and he's wondering why people
are reaching out to him. So, well, we're
reaching out to him because uh my
parents survey uh was never included and
it currently shows the rightway going
through my dad's garage and that was
resolved in 20122
and that information was forwarded to
uh Carol Chamberlain
and it was also uh he asked me CI
technologies asked me for that
information and I sent it to him
>> also. So they asked you to call contact
them.
>> Well, no, he asked for the information
of the survey, the centerline database,
the uh certification from V trains.
And I don't know why that's still
showing. And Michael Brown has also uh
delivered paperwork to
Rachel
Z
for uh stream alteration that did not
include the s the the paperwork that was
included in that litigation.
>> Wait, you're saying I provided paperwork
to Rachel Zar or
>> That's not true.
>> You had had your email address on it.
I've only ever corresponded with her by
email. I've never provided her with
anything and I've never met her in
person cuz she kept canceling.
>> You may have uh forward your information
to another individual.
Can't remember his name. Uh Butch Butch.
And he may have forward it to her.
>> Okay. So,
>> I mean, is that pertinent to anything
we're doing today?
>> Yes. Yes, it is. Because um
>> Well, no, hold on. Tom asked you a
question and now you're bringing up an
email that I supposedly sent to Rachel
Zar. We'll just say that's how to
pronounce her name, but that's nothing
to do with tonight, Travis. I mean,
>> uh, what it has pertained to is this
legal right away that's been resolved in
[clears throat] 2022
that is currently still being showed
[sighs]
>> [snorts and clears throat]
>> uh four years later on a map of uh, CI.
And that's why I originally asked you
about CI and that's why you originally
>> provided that information.
>> So I guess do we need to circle back
with
>> Franco
was it
called back?
>> Oh.
>> So is that going to get resolved that uh
that right away going through my parents
garage right now? I mean can that get
resolved through the town or not? very
much
>> Travis in the midst of some other
communication with him did send that to
me
and [snorts] we need to send that
information to CI to make corrections.
We find different things on here that
need corrections every once in a while.
We send it to them. It takes some time.
It's not an immediate fix, right?
>> So, that information has been sent along
and I'm sure will be adjusted when they
>> Great. Great. Appreciate it. Thank you.
Thank you. All right. So, that's all I
have as far as we have Carol. I said
that's how the name is pronounced. You
got that Sasha.
>> Um I think that's it.
>> Well, I I did have one other thing that
I asked the question about
that. So just in terms of the town hall
[sighs]
revitalization project, right? Um I know
that one of those meetings that we had a
month or so ago was to maybe also just
circle back with the Mtown um finance
committee. So, do we who would is it
Cheryl Lyn who would know when the next
meeting is or I mean is and I believe
that was what one of the outcomes of the
meeting that we had when they were here
the board and we were talking about the
town hall was that the select board
thought that that the town hall
committee should work you know with the
finance committee so
>> I follow
the next I think
I thought they said something about um
bicep tumor or something like that.
>> Oh yeah. So, okay. So we'll reach out to
them cuz you know we're just trying to
get a little organized so that you know
if December is going to come quick and
if we do make any sort of decision you
know come December January that you know
we we have you know we don't wait till
the last minute to be working on getting
the [clears throat] information we need
to get and the community outreach and
such. So, okay.
All right. The other kind of, you know,
old business or um getting old business.
Um, we start
I know I haven't given any dates, but
we're going to start on our uh budgeting
process a little earlier this year. So,
if you can start just being this week
throughout, you know, uh some email say
look at we're uh start to think about
the budgets. Um
[snorts]
>> yeah because that would help facilitate
to have your saving.
>> Yeah. Well that's the idea to have
everything you know they're really any
budget stuff is trying to um the biggest
thing is the rope department.
uh that and any other expenses that we
have as far as um
matches that we see coming um or any
other projects
facility projects
>> um
you know we've been talking
administrator uh
>> you know that's something
>> you know so I think the sooner that you
start with that
>> cuz I don't
and the storm later than on that
grandmother. I mean, we're all
experiencing it this summer. Um, things
are really busy. There's a lot of stuff
going on and there's we all have other
things. We all have other jobs, but Don,
but Don's
got, you know, he does five or six
committee things. So, he's he's busy,
too. He likes to have a little
retirement.
So, you know, I'm all I, you know, try
to figure this out. So, we have someone
that can manage the place, oversee
stuff. Um, and then whether it's an
administrator or manager, which is
probably a little strong at this point.
Um,
but you know, something
to uh to coordinate and kind of oversee
this, I think, is neat.
Yeah, they would do most of the
budgeting process.
>> Yeah, they could get everything. Um, a
lot of the stuff that even we were
handling with the Piaza stuff, you know,
running to court, doing that type of
stuff.
>> They do all, you know, all that stuff. I
mean, Mike, you have pretty good
[clears throat] experience with that
talking to administrators and other kind
of offices,
>> right?
You know, they
saf,
>> right? Right. Handle a lot of random
stuff.
So I think sort of that and then uh you
know whether we need money in the budget
for a position like that which might be
a little premature but we might need to
to hire someone to to figure that out
for us. You know I hate to get into
consulting and hire consultants and
things like that but um I think it
probably might be good to have someone
come in and look at
you know, and maybe BLCT off or
something like that.
>> Well, yeah. I I I spent some time
talking with York, who's the town
administrator in Weightsfield.
I didn't bring my notes today. He g
actually gave me a list of the stuff
that he does. You know, granted,
Weightsfield's
got a lot more businesses stuff. So, but
um but he did say the VLCT thing is a
really good thing. And then there's a
gentleman in St. Albins's um
I can't think of his name but VLCT is
works with or is someone that we can
contact who helps towns just you know
helps with this.
>> Oh [snorts]
>> yeah. Well no I mean I think he's the
town administrator in St.
but he helps or even helps through VLCT
towns figure this out or something. I
not quite clear but next meeting I'll
try to have some clarity. You also have
stone shore you know consulting
what touch I don't know what is
>> um I [snorts] can't
forens
>> yep so I mean he helps with all of it
putting out stuff for staffing studies
capital improvement plans
all of that stuff I know he did he
worked on the bits and information stuff
for our staffing especially in Berlin.
He did worked on the capital improvement
plan and so he looks a bunch of stuff.
He's fabulous to work with.
>> Okay. And what was his name? Sorry.
>> Ron Rejenski.
>> Ronki.
Ron.
>> That's my I think there's somebody else
too.
Is that what it was?
>> Yeah. Stone Municipal Consulting.
Yeah, there's a couple little leads.
Okay, great.
>> So, hopefully I can give everybody an
update next meeting.
>> All right. Um,
so Mike, you and Don, you want to be the
other person that comes?
>> Yeah, the ones that are gone. Yeah,
we'll I'll reach out tomorrow.
>> And so on the
>> 27th at 4:00.
>> Yep.
>> August 27
with Martin, right?
>> Yeah.
>> Y
>> Okay,
>> we can do that.
>> Make sure you do that after each.
>> Yeah, I think we would do it after.
>> Maybe you're going to go down to Sam's.
>> Yeah, there we go. There we go.
Get there. All right. Uh that old
business. Is there anything else that we
have there that's needs to be uh
addressed tonight?
Nothing. All right. So, we have this to
the side
>> minutes.
I'll make a motion to approve this
minutes of Monday, August 3rd, 2026.
>> Any changes or questions on this?
>> All in favor? Is there a second?
All right. Um, if there's no questions
or concerns about them, all in favor I
>> I
Okay. Thank you.
All right. So, um, this first amendment,
amendment number three, request is a,
um, below is a request for amendment for
a contract $3,500. We
That's the This is from D Boyce and
Baker. It's just their amendment to it's
amendment number three. It's just adding
on to what we've done. Uh current
contract value is 84,000. Amendment if
approved will increase the value by
7,000. Uh making the revised contract
91,853.
Um
this was uh sent to us by uh Ken
and it's um
behalf of Charles.
This was this on
I don't know if we had agility to
approve. Is that something that we need
to do or can we just go ahead and uh
process this
building?
>> Yeah.
>> Yeah. So why don't we uh make sure this
is not
looking at we can do this at the next
meeting. We just
next meeting.
All right. Um
this is just revised um the color.
Nothing we can do about that. They make
it um
that change to save the purpose of
structural concrete. I [snorts] think
the explanation is uh they found SC
another 13,3
$13,512.50.
Next we have the Department of Liquor
Control. This is the tobacco license.
Um,
and the liquor license
first class liquor license and the
tobacco license
and tobacco itself. What's that?
>> There's three different licenses.
Tobacco,
liquor, and I think it's just their
annual
for Stewart.
>> Yeah. [snorts]
>> Yeah.
It says that umbrella is
>> Oh, the tobacco substitute endorsement
like vapes and stuff like that.
>> Yeah.
This is the contract the salt sha that
we moved last week or last time back to
us.
That's it. And then the just the regular
watch there.
Was
[clears throat]
there an email that we were did we need
to go into executive discussion or
something or
>> No, Ron's out of time.
Ron, everything's out of town. So, he's
seems like it's going fine. Okay.
That S curve down there. I was coming
back into more town the other day and
100 ft. This woman was her dog. She
was walking against traffic so her back
to me when I came around the corner just
like a miracle she didn't get hit.
>> We had known by their house upstairs
there. Oh, right around that corner
there. She's walking on the wrong side
of the road with a little dog.
>> Yes.
>> I don't know how people when I see
people out walking. How how people walk
is attracted to them, you know? Right.
Yeah.
>> Yeah. I mean, you think that's a given
that everybody would I don't know how
you don't know that.
>> So, I will say on Haring Brook when I'm
coming back down, I do walk on the wrong
side of the road cuz there's a blind
corner.
>> Well, there's certain cases when you
>> No, no, you just do what we Yeah.
Blind really bad line corner.
Well,
>> yeah. Over here, the same thing.
>> We did the same with the curve there
walking the dog across like no one can
see this,
>> right? And that's how it is with that.
>> Yeah.
Okay.
Good.
Anyone [snorts]
know who uh Ingred knows? She's
know who she is.
[snorts]
>> Hi, we just moved on Farm Road.
>> Hi, Ingred. How are you?
>> Well, thank you. Good.
You
>> came out of nowhere. [laughter]
welcome to come to the meetings live if
you want to do that just down and come
to the meetings.
>> Come to the meetings.
>> Yeah, we got some you can join [snorts]
too as well.
>> Thank you. I we have two little kids we
have to put to bed. So, this is the best
option for us right now. But thank you.
>> Okay. Well, glad you joined.
>> Welcome to town. Where did she move
into?
Um we are from Maine and New Hampshire
originally, but we were in um north end
of Massachusetts. I was working at a
boarding school.
>> Oh, nice.
>> Yeah.
>> No, so I'm on Pony Farm Road. Where what
area this?
>> Oh, we're at um 397.
>> Oh, nice. [snorts]
Well, again, welcome. Any um anything
that uh do the town office? Sasha here
is our town administ not administrator,
town. [laughter] Is he already?
>> Yeah, there you go.
Come on in if you have any questions.
>> Yeah. And do you know about Morfest?
>> Um I read about it on from Portum. Yeah.
>> Yeah. So that's on September 19th. It's
I think what 2 I think 2 or 4:00 in the
afternoon.
>> 4:00.
>> And uh it's quite a community gathering.
You should put it on your calendar if
you can make it. your kids is kids
activities and all kinds of stuff.
>> Amazing. Thank you.
>> Yeah. Good way to meet people and all
that.
All right, well, thank you guys. Mike,
why don't you come out with a watch?
>> Oh, you're getting nothing.
>> I'm keeping my stickies.
>> Do you have anything else?
I don't
>> I only sign the front sheet. So,
>> no, she's she's signing it off on,
>> right?
>> All the other stuff
>> all the other stuff you you get out of
>> and all the uh time she looks at the
markers and that stuff.
I try
so I don't have to find
keep an eye on
flip through always amazing
>> the money
is the things that stuff we have to do
you know you know a town needs to keep
Oh.
Oh Here.
>> Yeah.
School drop off.
>> Yeah.
>> Who do you have for the honor that's
coming in?
Yeah. Do you Sarah?
>> No. Jordan's coming.
>> I am not impressed.
>> Have you ever had anybody?
There was a girl that came in at the
beginning, but I
this year
this year she's just
Oh, I know.
So this is all good. All right.
[snorts] So I need to journal
discussion. All in favor I I
[music]
