So, I've only been on this board a short time, but somehow during [clears throat] the summer, I came to the realization that my husband and I are retired. He's wanted to live in Italy for a long time. And so, we're planning a trip to Italy. Hopefully, leaving in January for 12 months. We have to get a special visa. But so, that means that I'm going to have to step down from the Waitsfield the the Harwood school board um prior to my term ending. And I'm trying to find a replacement. But then, I also need to um helping to find a replacement to this board from the Harwood board. And I have a good person in mind. He was hesitant to commit, but he was willing to kick in if anyone else called me back. And so far, nobody else has responded to my request. >> [clears throat] >> So, anyway, there should be more information coming, but I'm hoping that we will get somebody started early in the year so they don't just jump on and you know, when we're in the middle of budgeting and and doing all that. Jody, what do you want to tell the board? >> our last facilities meeting was last week [clears throat] and we basically reviewed the presentation that I gave to Washington Central on Wednesday of last week. So that's pretty much where we focused our time in that meeting. Uh the architects updated us a little bit on the floor plans and the current state of the asking for pricing and all the little pieces like wetlands delineation. So the wetlands were delineated actually last Friday um on U-32, so they have our architects have that information now. And um there hasn't been anything with the Agency of Natural Resources of concern around it and they did have some conversation with the City of Montpelier around uh the water and septic and we would need to add some cisterns or pump system in order to get the water up the hill for additional an additional building. Um but that's not anything that they aren't concerned about. Uh at the presentation at Washington Central, the biggest thing that came up was concern about if they I'm going to back up and say that I think Washington Central hasn't had a lot of time to think about this and definitely not been thinking about it as long as we have. And so, as they think about what the future could hold for them, and they think about the idea of becoming a potential regional high school, they haven't thought about whether they have room for all the students that could end up there if that were to happen. And do they want to give the prime prime real estate to us? Do they need to think about their capacity and what they can host there? Do they need to think of themselves in the future as a high school campus at U-32? Or is it a middle school and high school, and what does that mean? And so, they had some capacity questions, and they really wanted some feedback from their facilities director, who has not played a role in this at all, other than talking to our architects when they were on site. Um so, they were going to get him to their next meeting, which is on the 19th, and try to get some information around that. I will say that with those questions that came up at that meeting, our architect team already went to work to answer some of those. And so, we I will have a one-pager for them, um that their board chair will have by the end of this week. We will get our pricing back on Friday internally, and we will have that turned around and ready for our next facilities meeting, which is scheduled for the 18th. And then, I will also have to attend the Washington Central meeting to kind of follow up with any of the continuing concerns there. I think that's it. >> So, I don't know if everybody's had a chance to look at the new plans that the architects have developed, but they're really wonderful. They've got a great plan, beautiful facility, well situated on the site, and to me, it's very positive, and I think some of these bigger questions that the board at um U-32 is asking, they're important questions, but I don't know that they're going to be a giant barrier for us, because I think we have a very compelling argument uh for expanding our services especially in light of changes in public education and it's a perfect location for a regional high school and like Michelle you know setting the example of where schools can really make a difference in their communities. >> I don't think anyone was against [clears throat] us continuing forward with our campus. Having a campus there is just whether that's the right location and whether November is the right time frame for them to have all of their answers their questions answered. Oh, the other piece of that was that the there was a very very drafty lease agreement in there and because it lacked details they're definitely not comfortable with that. I don't blame them. But what we did get was approval to continue working with Sean Tuohy to be able to get those details nailed down and so that you need to approve that tonight as well that we can continue to work with him because again just as Michelle was talking about earlier we all use the same legal firm. And so we need permission. So Washington Central already gave permission for us to move forward with Sean on developing the details of this lease agreement. So what there are some pieces that they're going to have to fill in the blanks but we'll try to fill in as many as we can. >> Does any of this have to do with using the spaces this year? Or is that >> No. >> done? Did you get a sense of that in the meeting with them that there might be something that would be a real deal breaker? >> I don't think there's a deal breaker. I do think that there could be barriers that make it difficult for a November vote. Our time frame for marketing is getting smaller and smaller. >> Yeah. Yeah. Yeah. >> The The window for everything gets smaller and when you have a group of a community that really hasn't thought about this because they've been quite frankly really busy with our closing our two our small elementary schools. Are we Where do we get a superintendent cuz we don't have one right now? >> Right. >> When you're dealing with those things it's really hard to look at this future focused thing that's something else. Right. So, I do think there could be something that breaks the November bond vote possibility, but I don't think the project as a whole. >> Great. It's nice to have that. >> If not November, then March would probably be the next time meeting. >> And of course everything every time you delay, the costs go up of everything. >> Okay. Um for tonight, you've seen it, so you can choose to move it forward tonight or you can choose to let it go so that program quality can take a another look at it and think about um some of the things that we talked about in our retreat and determine any other updates or next steps. All right, superintendent's report. >> We had five of us went to the Southern Regional Education Board conference in Nashville. It was wonderful. Michelle and I got to present mostly to our our instructors. Um we were asked to present about how we created a new district and we had a few folks in the room that were not um from Vermont or from our district, but I think what we got from our instructors is that they had no idea of all the work that went into creating a new district. And so, they had a new appreciation of the fact that we don't share everything that we're doing with all the staff cuz they were impressed number one by the amount of tasks that were completed to create a new district. So, I think that was good. Uh we also held the um winning record in the escape room for a few hours at least, maybe a day, maybe overnight. Um so, that was a lot of fun and and I think our secret weapon was Michelle's kids, to be honest. They're great. Um we also had welcomed Seth and Felicia aboard with a team bonding activity of painting the office. >> Awesome. >> [laughter] >> So we did a uh well, we had asked for facilities to paint and they were we were told they were only able to do the foyer. So we got this beautiful It's in our our colors, so our gray, the silver gray that we have, and then we still have the navy. So it's silver and and navy instead of the weird orange yellow. Um so we did the main office and then I noticed that um another room got done this past week, so >> This morning. >> This morning. So it's cool to see it all starting to change cuz the yellow doesn't look good anymore. I used to like it. Um but it's it's kind of toning us down and calming us. >> Okay. >> It's great. I write. >> Something about shared services? >> Yeah. Uh >> [laughter] >> Human resources, we're currently checking references for our final uh lab assistant position. That's going to be the one that um helps with some heavy trades. I uh it's being paid for by the congressionally directed spending. That grant that we got, that >> [snorts] >> all the tech centers got. We had We wanted to hire a lab assistant to this year and continue next year and hire an additional lab assistant to to support those um heavy trades programs. We were hopeful we were going to bring in candidate forward tonight, but we haven't been able to finish up their reference checks. So shortly. Um EEI did work in the electrical shop space. They took out the classroom space and now we have this um giant much larger space. So, their classroom's going to be upstairs and their shop will be downstairs. Um we're working with Nick Cheruk again um for the upcoming bond campaign. Hoping we can really get that kick-started soon. This time last year, by July 1st, we were up and running. So, I do feel like we're a little bit behind. So, um we're going to be asking a lot if we are going to go forward with the November bond vote from you folks. >> When do we have to decide? >> the sideline's status that Nick has just stepped up and and downtown plan he's taken on the kind of executive director role. So, once the legislative session is up and running, he's going to have to transition to that. >> Do >> work. >> Do we should we make that decision sooner rather than later or is that too early to to call the the November I mean, I I feel like are we going to sit on it and then just have to go or should we make that decision sooner rather than later and get our ducks in a row for March? >> I think we had um the facilities committee had on the timeline an August 24th joint meeting for Washington school and school district. I think we need to just set that as we're going to have a second on this meeting and make the decision now. >> We have to because September 14th is going to be the deadline that the board has to approved the warning language. >> Mhm. Um, that's the one that we we shared last spring that I had said we were delayed. Um, but we are already on track for this year. They're on site in September. So, we're back on the actual the regular schedule that we should be. There were no findings. Overall results were exactly where we thought they would be. So, there there's nothing nothing that I'm concerned about, nothing that you all should be concerned about. It was just a few little things um they missed. They said we overspent our budget, but we didn't truly overspend our budget. We authorized the use of um the fund balance to pay for the electrical classroom. Or the what? Sorry, the welding the welding shop. We're still that far back. >> Mhm. >> Um, so I just wanted them to be very clear on those sorts of things in the notes. Is that correct? >> Yeah, we will and likely will be very minimal this first year of this is just the expectations and then moving forward coming to this and everything that's much more formalized which will have numbers and >> If you agree to do it, it's on your action item. >> Yeah. >> Congressionally Congressionally directed funds, I can't speak tonight. Um We were allocated the funds. We still can't quite see them. We're reaching out to see why we can't actually see the number yet to draw down. It's a 1.4 million million dollars. Um we just can't quite see it in our portal yet. >> 2.4. >> I thought it was 2.5 or 2.4. >> 2.4. >> Okay, good. >> Um we just can't draw down yet, so we can't we can't subgrant it until it's officially it's officially granted to us. There's some technical things we just need to work out, but um Cindy or technical centers have been applying for those funds through us already. They've been completing the applications, so we're ready to draft those agreements and start getting the funds to the other ice centers. >> Is that your responsibility to review those applications? >> Yep, we have to review those applications. >> yeah. >> Review the applications, do the draft the documents. We did it a little differently than normally with the AOE, they have you fill out a bunch of paperwork, promise paperwork. You ask for the money and then they send you a grant agreement and then at any point in the future they may audit you. I also included when they were applying for it, I did some of the pre-audit checklist. Like I wanted them to upload policies and procedures so I could make sure that they were already there and not going back after because I really don't want to audit anybody. Um Ruth Gerke at Day, we made it very clear multiple times to the tech centers that CVCC is taking on a huge risk and a liability. Not that it's a bad thing, we are risk But we are taking on a lot of risk doing this and so they need to be mindful of any kind of situation that they may put us in by not supplanting or using the funds in any incorrect way. >> Do we have somebody in place who can back you up? Let's say that you're find yourself overwhelmed with the other organization, who's going to take on the responsibility? >> Uh we have an assistant business manager. >> Okay. Okay. And they they have the qualifications to do this. >> They do. >> Plus the If you're talking about the shared potential shared services, there would be a grant manager. >> Okay. >> Mhm. >> And they would be involved in this grant, too. >> Mhm. >> [clears throat] >> And then the shared services would be USD. Um I've gotten good feedback about how we do our budgeting and our transparent transparency. And so I was asked if we could help Barry as well. So moving forward, I will be representing both Central Vermont Career Center and Barry Unified Union School District as their business manager and we'll be sharing office staff, full utilization of office staff for both offices. >> Great. So, her becoming an employee is a conflict of interest. So, I suggest that as of the 24th of August, she resigns from the position, and that will allow the board to appoint someone else. I checked in with both uh well, Barry Town city clerk is is a Barry Town clerk is also our clerk at the board clerk. Barry City town clerk is unable to become our treasurer. She doesn't She's not able. She doesn't have the capacity. So, if anybody has any any ideas, let me know. I would suggest that Barry and CVCC have the same same treasurer because it makes sense that we're just going to one person to sign over checks. That means that they need to be a resident of Barry City or Barry Town. >> Huh. >> If it was just us, we could have anybody in any of our towns, because we likely should share that service. It needs to be very town or very city. The checks are not They're all signed electronically, but we occasionally do need wet signatures on things, so having somebody that's not physically located They might be a resident, but they're living They're in Italy for a year. One, the draft lease agreement for the facilities project at Washington Central, and two, an amendment to our current facilities use agreement with Barry. Right now, one of the things that we would like to amend is the fact that it says we're going to that the lease the facilities use agreement costs are based on the budgeted amount, and then later it says the actuals. We've never actually writed it back to the actuals, so we want to make sure that whatever we decide it's it's the same for both, and that we use that moving forward.
