However, recently the Ford Festival asked the recreation committee um if they wanted to do anything for forward festival and we had our meeting last Wednesday and so um with our meeting last Wednesday, the committee decided to go back and not do the event that we had last year, but to go back and do the typical 5k race that we usually do. >> Um that starts at the rec center and what the runners run down Sand Hill and Peine and Main Street and back up to Church Street. And because um we have to do a lot of things even though the Ford Festival isn't until October 3rd, we need to get a highway permit. We have to get all all kinds of things. So uh the dis the disappointment I had shared last week uh was not valid although at the time it seemed valid because of the confusion. So basically it's a the purpose of the policy is to provide a mechanism for Bethl residents to bring to the attention of the town manager or town officers any complaints regarding the integrity of the town's internal financial controls accuracy completeness completeness of financial or other information used or related to the town's financial statements and reports. You're live. >> All right. Uh the next is per policy purchasing policy. I would like the select board to agree to contract with NEMR for the reappraisal of 2031 for act 68. Towns are required to have an appraisal every six years. Can I get a motion before we discuss it? >> Motion to approve the reappraisal contract to memor. >> All right. Discussion. So the person the p the purchasing policy allows it sole source. So we now the act 68 in right when I quoted correct act 68. Yes. That says we have to have a reappraisal every 60 years. So um never did a great job. I mean the first year we had we we didn't even have that many um people. We only had two I think one or two that even went to the BCA. And then again this year once people re you know we had maybe 16 and they were all managed. I'm not sure any of them I don't think any of them went to the BCA. So to me it makes sense to hire them to do the reappraisal to contract with them to do the reappraisal because um it's going to save us money. They're already doing it and Stacy, we're paying Stacy Bradley to be our assessor. So, man, it's kind of a no-brainer. They, you know, so they're encouraging us to reach out and get that going because otherwise they're going to get, you know, they could their schedule could get involved. They'll have the calendar printed obviously they will raise more than what they've spent so they'll pay back their expense and then have additional money for incentives and go in their coffers. Uh, the motion would be the Bethl Select Board commence discontinuence proceedings for 0.08. 08 miles of Mir's Road, TH36 >> Town Highway, just so you know what it's >> the.13 miles of Bundy Road 35 and 004 section of Sugar Hill per the 1971 decision with public hearing on the discontinuence to be held on September 28th, 2026 at 6 PM and an inspection of the premises to be held earlier in the afternoon at Four, the portion of Mirs and Bundy Roads proposed to be discontinued include the entirety of class 3 section. The portion of Sugar Hill proposed to be discontinued is a 0.04 mile section discontinued in 1971 by the Bethl Select Board was later reclassified in 1981 during the ancient road process. [clears throat] >> So the just like we did when we did right road it's obviously it's a statutory process to do this. So we you have to so first so we already talked about it our last meeting. Then we asked the class four road committee to go scope them out and they said this continuum. They didn't think that they needed to become class four roads that they weren't you know connecting to anything else. So now just like right road which um Jordan was here for Denise and Dave we actually have we have to go make a site visit. So we will go to Bundy we'll go to Mirs and we'll go to the section of Sugar Hill and look at it. We'll provide testimony. you'll get testimony from we have to notify all the abutters so they can provide testimony. uh the road form and I would have an estimate of of um you know cost to maintain the road etc because in the end you have to decide whether or not it's in the best interest of the town to either discontinue or not and obviously you'll take into consideration what the roll of butters or you know property owners have to say and then just like with right road if we do discontinue it um if the same property owner is on both sides they will get it if this property owner is split then the road gets collected 5050 and we can issue a quick claim deed. That's what the rights wanted. So that's what we did. Brian got his share and Bev and her family got their share. So um yeah, so like I said, it's statuto require just >> No. Nope. And the the section of Sugar Hill is just weird because that's when the state is brought to our attention and said it was discontinued in 1971, but then ancient roads re somehow put back in this like 0.04 section in the middle and there's a gate. Moving on to the town manager report. So, I had a com or an email exchange with Owen of the Bethl Arts Center and Lisa Campbell of the library. And I sent them both an email just said, "I have this crazy idea that we could maybe work together, the three of us, three, to do an art installation in the spring, maybe like bird houses or, you know, little fairy houses and get local businesses to have them there. And then um the library could maybe pick out a book so we could kind of come up with a theme and then we give some you know we're going to meet um Lisa was on vacation so when she gets back um I think oh they said someone from the Beth Art Center was going to spearhead it so we'll meet with myself and Lisa and someone else thought it might give him something interesting to work on. if we get the school involved and kids and stuff and just thought it might be something everybody [clears throat] could work on over the winter then we can figure out some parameters maybe if they read people read kids read the book they can get in a drawing for one of the houses or something like that. So they were all in favor of it. I just thought it might be something nice communitywise that um everybody can get behind. I thought that might be you know something fun to try. Um so, between AJ and I and Holden from the engineers, go up and take a peek at it, see how they're doing. They're going gang busters. So, that's great. I emailed the select board and all the board chairs, everybody, the new open meeting laws. So, I issued an email invitation to as many businesses in Bethl that I could find email addresses for. I've also posted on front porch forum and I had to have Pam go on Facebook to invite them to your next meeting, the August 24th meeting to discuss local option tax. That was something everybody want to hear from the businesses. Um, currently I don't imagine we'll have any businesses in favor, but um, hey, you never know, but at least you get to hear from them directly what their concerns are and everything. So that'll be on the 24th. AJ and I met with Finn today. We met at the town garage and he then he took a bunch of film of the existing town garage and then we recorded some information. So, um they're going to edit that for us. So, we'll be able to you all will have an open house at least we'll have information you can put out on Facebook from porch form and our website about what the town looks like right now and a little bit about that because the bond vote will be in November. So, I appreciate Ordia is going to do that. They said they would do three edits and have been filmed for no charge. So, that was great. >> I met with, you know, we need two attorneys now. Uh David Rue is going to do the handle the bond vote for the town garage. Matt Bloomer is going to handle the waterline bond vote. So, um decided and and thank Jed for his input. We're going to hold the town garage bond vote in November and we're going to have a special election in January for the waterline. Um, so Pam's own. So, um, the sidewalk project is struggling a little bit right now. Um, there's, um, internal argument for the with the contractor about what their responsibility is for creating a travel lane for pedestrians. Currently, while they're working, they're having somebody walk them through the site, but it's really what happens after um, you know, when they're closed. And part of it is the when we when uh Duboce and King designed the project, we had hoped that when they took down the wall, it would be like a one to one ratio, but it has to be 1 to 1.5 because they found a type seed soil and they were hoping it was type B. Don't ask me to elaborate on that. And um anyways, we have to go further down the road. So now we're gonna have to they have gonna have to put in Jersey barriers, but they're bing at that. So, they didn't let their people come to work today and it's less than a $5,000 item as so I dealt with uh GPI today and so hopefully they're going to deal with contractor and we'll get everybody back um on target. I had allowed them to work last Saturday, but I'm not going to keep doing that because they're they didn't work last Monday, they didn't work this Monday and then they didn't even work a whole day Friday. So they if they're not taking care of the hours that were offered to them through their contract, you know, not going to just inconvenience f because they can't get their So we'll see how that goes. Um new salshet is done. It is up. It is visible from the highway, Dave said. And um it's been all treated. Um we may be doing something else to it. There's a little lip in there that we may be address um addressing, but I don't know what that is just yet. AJ picked up a used chipper this week. Our Mobar chipper finally died. Circle like 1976 finally died. So, we're you know, so anyway, so that'll be good because people have been complaining about debris in the in the ditches. So, we needed the chipper to help deal with that. uh fire department installed their new Smokeoky the Bear sign and they got their new fire truck and they held their first splash night and um that was a big success and you're doing another one tomorrow the 18th. We awarded two more grants, another $50,000 for guard rail on Camp Brook Road and another for uh the project to be decided for 29,500. So that's usually when we ditch new culvers, that type of thing. >> Uh that's where we haven't decided on the project location yet. It's to be decided. The 50,000 will go for guard on camp. But you're talking about the gravel road. >> No, I'm sorry. Where do the are the guardrails? >> Um what section? Oh, I don't know. I have to ask JJ. He laid it out, but it's um frankly it all needs but certainly where we pay because we've raised the road level. So where we currently did the paving it that needs to be replaced because it's too low. So definitely that area will get re we'll get new guard rail. Um, and there was no match for the 50,000 and then there's a 10 or 20% for the 295. >> That's to be used any where we >> Yep. wherever we you have to actually no you have to do them in [clears throat] hydraologically connected s. So basically wherever something's going to run into the river that type of thing where there's runoff. So when we have a whole map of that and we also have been given a list from to rivers they come out and evaluate our roads and do our gravel road inventory our culvert inventory. So they come out with a list and they'll tell us what's high priority what's low. They grade our culvers for us and so generally we're tackling you know something that's a priority there. AJ will look at the list and be like okay this week and this isn't as big of a priority as this. So, >> um, that's generally how, you know, we decide in the end >> something that's really, you know, bugging him. Uh, we finished up a speed study on Cleveland Brook Road with two rivers. Um, Rita is on vacation, so I expect we'll get to that in two or three weeks. There had been a complaint from, um, someone for a lot of speeding up there. So, we'll see. Um, Pike painted the control line in Camp Brooks, so you're all set there. The state will come out, and I don't know if they've painted their double line yet, but they will be. Um the bandaw area had a nice facelift. Doug Marshall painted it last year. This year we replaced two old benches, weeded mulch and if you notice um the fountain is paved nice bright green. So you can see it from the road. Um and I've also contracted with a painter um Liam Walker Walker thank him Liam Walker to do the downstairs conference room and town hall this winter. still trying to focus on he's doing some TLC and then obviously the put before stuff is in your packet so we can um once we get more information with that Dan Haley's on vacation until the 17th so I sent out an email today asking for a group meeting on that so that we can sort through um my questions and solidify the RFP and get it out to >> you skip over >> let's see what was it Oh, the Department of Buildings and Brown Services are in the process of finalizing our contract with the cell tower. It's a battle. Um, they we I they sent us a contract. It was ridiculous. I said, "I'm not signing it." So, I sent it to David Rue, our attorney. We talked, we marked it up, and then we got it back. And they're refusing to make some changes. So, I went up last week, I think on Thursday, and I took some pictures and because part of the thing is they're saying that we as land board are responsible for the maintenance of it. That's great. What am I going to do? Is AJ going to drop me over the bucket with a rake? Because it's chain link, barbed wire, no trespass against chain. We can't get in there to maintain that. So, so I thought, so I sent the lady some pictures. I said, "Look, I have the ability to see what this looks like. I have an advantage over you. So, here are some pictures. Could you please send these to your building's brown service attorney? And somebody's got to use some common sense here. How can I be responsible to maintain something I can't even access. So, anyways, it's a little bit so yeah, it's so it's not coming together right now. So, sorry, Ben. I haven't seen >> Yeah. the cell tower at the town garage. I mean, we're happy, you know, we plow around it. We trim around it, but I I'm I refuse to sign a contract that says we're responsible for this when we can't access it. I'm not. >> They're telling me they're saying that the town is responsible for all the maintenance, but we can't of the cell tower property, but we can't access the property because there's a chain link fence with barb wire on top and it's gated closed. I can't even how can I get into to maintain it? I think they want, you know, trimming, building repair. That's my point. They no we're not I'm not signed a contract saying I'm willing to do anything inside that gated fence but in to their credit they've never seen it so they're probably they're using a boiler pate contract and I'm saying I'm not signing that because it doesn't make any sense. So hence I took pictures and said maybe if they had some visual aids they could understand you know our hesitation to sign you know so that's all. Yeah, I don't know. So I emailed oh and I because he's Bethl Art Center >> and then I emailed the library and just said you know I think my subject line was crazy idea for Bethl and I was like is there a way that if the Bethl Art Center and the town and the library maybe we could all you know come together to kind of do something fun and I I was I thought about fish but I thought that was a lot on the nose because I thought it was maybe bird maybe something else. I don't know what the idea would be, but I thought it might be fun. And I know I think Dana Sabatino would be excited about that. She does the bus and stuff, so I don't know. I just thought it might be fun. >> So, no real bounds on the project yet. It's more just like let's do something fun. >> Something that I thought could use a little positivity that somebody that everybody could come together and get behind something like this and try to encompass, you know, >> Yeah.
